A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-101-295 SO AS TO PROVIDE THAT NO ACADEMIC OR NEED-BASED SCHOLARSHIP, GRANT, OR LOAN FUNDED IN WHOLE OR IN PART WITH STATE OR LOCAL FUNDS MAY BE AWARDED BY A PUBLIC INSTITUTION OF HIGHER LEARNING AS DEFINED IN SECTION 59-103-5 OR BY ANY OTHER ENTITY TO A STUDENT WHO IS NOT A UNITED STATES CITIZEN.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    The 1976 Code is amended by adding:

    "Section 59-101-295.    No academic or need-based scholarship, grant, or loan funded in whole or in part with state or local funds may be awarded by a public institution of higher learning as defined in Section 59-103-5 or by any other entity to a student who is not a United States citizen."

SECTION    2.    This act takes effect upon approval by the Governor.
