EXPRESSING THE APPRECIATION OF THE MEMBERS OF THE GENERAL ASSEMBLY TO DR. LOUISA BURRISS PRESCOTT FOR HER MANY CONTRIBUTIONS TO THE CAUSE OF MENTAL HEALTH AND EXTEND THEIR BEST WISHES TO HER IN ALL HER FUTURE ENDEAVORS.

Whereas, Dr. Louisa Burriss Prescott is a native of Columbia, South Carolina, graduated from A.C. Flora High School and received her B.A. in Psychology from the University of South Carolina; and

Whereas, she furthered her distinguished educational attainments by earning masters degrees from the University of Colorado and from the University of South Carolina; and

Whereas, after extensive clinical training in neuropsychological assessment at the William S. Hall Institute in Columbia, she earned a Ph.D. in Behavioral Neuroscience from the University of South Carolina; and

Whereas, she served senior citizens of South Carolina as Director of Grants for the Council on Aging, and as Executive Director of Arbor Terrace, an assisted living facility in Columbia, and was awarded the Governor's Health Promotion for Senior Citizens Award for her distinguished service; and

Whereas, Dr. Prescott was named President and Chief Executive Officer of the Mental Health Association in South Carolina in December of 2000; and

Whereas, she served with great competence, compassion, and distinction at the Mental Health Association during a critical and challenging period in the association's history, rendering service in a manner reflective of her love for and kindness to those she serves; and

Whereas, the members of the Board of the Mental Health Association of South Carolina and its local affiliates, and the residents and clients of the Kiva Lodge, and all citizens with mental illness, individually and collectively, have benefited from her calm, composed, and effective leadership in numerous public policy and advocacy efforts; and

Whereas, Dr. Prescott has been recruited back to the field of experimental research, and is now fulfilling her deep personal commitment to helping those less fortunate by investing her considerable talent in directing research efforts at the Dorn Research Institute and the United States Veteran's Administration; and

Whereas, it is appropriate for the members of the General Assembly to pause in their deliberations so that they might recognize the distinguished service in the cause of mental health of an accomplished and dedicated daughter of South Carolina. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That on behalf of all those whose lives she has touched, the members of the General Assembly, by this resolution, express admiration for and gratitude to Dr. Louisa Burriss Prescott for her many contributions to the cause of mental health, and extend their very best wishes to her in all of her future endeavors, both personal and professional.

Be it further resolved that a copy of this resolution be forwarded to Dr. Louisa Burriss Prescott and to the Honorable T. Moffatt Burriss.
