TO RECOGNIZE AND COMMEND THE REVEREND DOCTOR SAMUEL BOOKER MARSHALL OF ORANGEBURG FOR A LIFETIME OF MINISTRY TO FELLOW BELIEVERS, LEADERSHIP IN COMMUNITY AND CIVIC AFFAIRS, AND HIS SELFLESS AND UNTIRING SERVICE TO HIS FELLOW MAN, TO CONGRATULATE HIM ON MANY FINE ACCOMPLISHMENTS THAT SERVE AS AN INSPIRATION TO OTHERS, AND TO WISH HIM AND HIS FAMILY CONTINUED SUCCESS AND THE BEST OF HEALTH AND HAPPINESS IN THE YEARS TO COME.

Whereas, the Reverend Doctor Samuel Booker Marshall was born on February 27, 1922, in the parsonage of Good Hope Baptist Church in St. George, South Carolina, the son of the late Reverend Jerry and Cinderella Davis Marshall; and

Whereas, Dr. Marshall became a baptized believer in Christ Jesus and a member of the Good Hope Baptist Church at the young age of ten years. Thereafter, following the example of his father and the teaching of his Lord, he made good use of his God given talents and leadership ability on a lifelong journey of ministry and selfless service to his fellow man; and

Whereas, Dr. Marshall grew up in St. George and attended the public schools there. He graduated from Voorhees High School, Denmark, South Carolina. He then matriculated at South Carolina State College, where he earned a Bachelor of Science Degree in agriculture. He then earned a Master of Education Degree from South Carolina State College. In 1984, he was bestowed the honorary Doctorate of Divinity Degree from Morris College, Sumter, South Carolina; and

Whereas, Dr. Marshall studied voice at South Carolina State College for four years during his tenure there from 1940 to 1944, and in New York City from 1951 to 1955; and

Whereas, in his professional career, Dr. Marshall has served as: Principal, Ruffin High School, January 1944 to June 1944; County Agricultural Agent, Newberry County, July 1944 to January 1949; Principal, Central High School, January 1949 to June 1951; Science Teacher, Cross High School, 1955 to 1957; Principal, Cross High School, 1957 to 1972; Owner/Manager, Shuler-Marshall Funeral Home, 1955 to present. He is a member of the South Carolina Morticians Association, Inc. and the National Funeral Directors & Morticians Association, Inc.; and

Whereas, in the religious community, Dr. Marshall has served as: Pastor, Second Providence Baptist Church, 1957 to present; Pastor, Good Hope Baptist Church, 1958 to present; Moderator, Lovely Hill Association, 1984 to present; Board of Directors, Women's Auxiliary Convention, Lovely Hill Association; Board of Directors, Sunday School Convention, Lovely Hill Association; Advisor, Ministerial Alliance, Lower Orangeburg County; Advisor, Ministerial Alliance, Upper Dorchester County; Member, SC Educational and Missionary Convention; and Member, National Baptist Convention, U.S.A., Inc.; and

Whereas, in the civic community, Dr. Marshall has served as: President, Upper Dorchester County Branch NAACP, 1984 to 1997; Life member, NAACP; Chairman, Board of Trustees, Orangeburg County School District #3/Consolidated District #3, 1974 to present; former Chairman, MATE Program Advisory Committee, Benedict College, Columbia, South Carolina; former Chairman, Eastern Orangeburg County Enterprise Community; former Chairman, Francis J. Folk Recreation Park Committee; Member, Advisory Committee, Holnam Cement Plant, Holly Hill, South Carolina; Member, SC School Boards Association; and Member, Kappa Alpha Psi Fraternity, Inc.; and

Whereas, Dr. Marshall is married to the former Naomi Veronica Shuler. Dr. and Mrs. Marshall celebrated their fiftieth wedding anniversary on May 13, 1995, by reaffirming their marriage vows. Dr. and Mrs. Marshall are the proud parents of one daughter, Samuetta Valencia Marshall, who is currently serving as Orangeburg County Coroner; and

Whereas, it is entirely fitting and proper that the Reverend Doctor Samuel Booker Marshall be recognized and commended for his many outstanding accomplishments and a lifetime of ministry to fellow believers, civic leadership in his community and in civic affairs, and his selfless and untiring service to his fellow man. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, recognize and commend the Reverend Doctor Samuel Booker Marshall of Orangeburg for a lifetime of ministry to fellow believers, leadership in community and civic affairs, and his selfless and untiring service to his fellow man, congratulate him on may fine accomplishments that serve as an inspiration to others, and wish him and his family continued success and the best of health and happiness in the years to come.

Be it further resolved that a copy of this resolution be presented to the Reverend Doctor Samuel Booker Marshall.
