TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 56-3-112 SO AS TO PROVIDE THAT THE DEPARTMENT OF PUBLIC SAFETY MUST MAINTAIN A SEPARATE COUNTER IN ITS MOTOR VEHICLE TITLING, REGISTRATION, AND LICENSING FACILITIES TO PROCESS MULTIPLE APPLICATIONS FOR THESE SERVICES THAT ARE PRESENTED BY MOTOR VEHICLE DEALERS OR THEIR REPRESENTATIVES.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 56-3-112. (A) Notwithstanding another provision of law, the Department of Public Safety shall maintain a separate counter in each of its motor vehicle titling, registration, and licensing facilities to process multiple applications for the titling, registration, or licensing of motor vehicles presented by motor vehicle dealers or their representatives.
(B) To be eligible to obtain services provided in subsection (A), a motor vehicle dealer or his representative must:
(1) provide the department with proof that he is a motor vehicle dealer or a motor vehicle dealer representative; and
(2) have more than three applications for motor vehicle titling, registration, or licensing to be processed."
SECTION 2. This act takes effect upon approval by the Governor.
