A JOINT RESOLUTION

TO ESTABLISH A WORLD LANGUAGE INSTRUCTION COMMITTEE TO STUDY AND MAKE RECOMMENDATIONS FOR DETERMINING STANDARDS AND METHODS TO IMPLEMENT CERTAIN WORLD LANGUAGE INSTRUCTION NOT TAUGHT IN A PARTICULAR PUBLIC SCHOOL AND TO ALLOW FOR CREDIT TOWARDS HIGH SCHOOL GRADUATION.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. There is created the World Language Instruction Committee. The committee shall consist of nine members selected as follows: Three members selected by the Superintendent of Education, one of whom shall be designated as chairman, two members selected by the chairman of the House Education and Public Works Committee, two members selected by the chairman of the Senate Education Committee, one member selected by the chairman of the Commission on Higher Education, and one member selected by the chairman of the Educational Television Commission.

SECTION 2. All appointments must be made within thirty days after the ratification of this resolution. Vacancies in the membership of the committee shall be filled in the same manner as the original appointments. Members of the committee shall serve without compensation.

SECTION 3. The committee shall develop a plan that provides public school pupils with opportunities for instruction in a wide variety of languages. The committee shall consider and include proposals including but not limited to:

a. The development of recorded lectures and online classes through the Department of Education and the ETV Commission.

b. Instruction in world languages provided by qualified entities other than public school districts.

c. Procedures for use by a local school district working with another entity desiring to provide instruction in a world language to a resident pupil of that district

d. The identification of statewide proficiency standards by the Department of Education to allow for elective credit towards graduation for courses taken outside the public school system.

e. Identification of the cost element of the plan for the state and local districts

f. Implementation of the plan as a statewide or a pilot program.

SECTION 4. Staff and related support services shall be provided to the committee by the Department of Education.

SECTION 5. The committee shall convene within thirty days after the appointment of its members and must submit its plan to the General Assembly not later than eight months after the ratification of this resolution. Further actions by the General Assembly are necessary for implementation and must be contingent upon funding.

SECTION 6. This joint resolution takes effect upon ratification by the General Assembly.
