TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-18-935 SO AS TO PROVIDE THAT IN DETERMINING THE ABSOLUTE AND IMPROVEMENT RATINGS FOR SCHOOLS UNDER THE EDUCATION ACCOUNTABILITY ACT, THE EDUCATION OVERSIGHT COMMITTEE SHALL CONSIDER NOT ONLY TEST SCORES BUT ALSO OTHER FACTORS, INCLUDING CLASS SIZES, PERCENTAGES OF STUDENTS ON FREE OR REDUCED LUNCHES, PROFESSIONAL DEVELOPMENT, AND OUTSIDE ACCREDITATIONS, AND TO PROVIDE THAT IN DETERMINING THE IMPROVEMENTS RATINGS FOR SCHOOLS, THE EDUCATION OVERSIGHT COMMITTEE SHALL CONSIDER THE IMPROVEMENT OF A SCHOOL OVER A PERIOD OF AT LEAST THREE YEARS AND NOT JUST FROM THE PREVIOUS YEAR.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 59-18-935. (A) In determining the absolute and improvement ratings for schools under this chapter, the Education Oversight Committee shall consider not only scores on the Palmetto Achievement Challenge Test (PACT) or on exit exams, but also other factors including class sizes, percentages of students on free or reduced lunches, professional development, and outside accreditations of particular schools.
(B) In determining the improvement ratings for schools, the Education Oversight Committee based on the factors required by law shall consider the improvement of a school over a period of at least three years and not just from the previous year."
SECTION 2. This act takes effect upon approval by the Governor.
