The House assembled at 10:00 a.m.
Deliberations were opened with prayer by Rep. LEACH as follows:

Almighty God, always ready to help in every need, deliver us from every fear that would weaken our faith, from error that would obstruct our vision, from doubt that would dwarf our energies. Give to us open minds, the courage to persist in the face of difficulties and an uncompromising confidence in the power of truth. Forbid that we should let shades before our eyes exclude what is right. Teach us to know that each day is a thread in the tapestry of life and that we have the power to choose its beauty. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.
