VERSIONS OF THIS BILL
TO AMEND RULE 5.8 OF THE RULES OF THE HOUSE OF REPRESENTATIVES, RELATING TO THIRD READING OF BILLS, SO AS TO PROVIDE THAT A BILL WHICH IS TO BE READ A THIRD TIME BEGINS AS IF THE PREVIOUS QUESTION HAS BEEN INVOKED AND TO PROVIDE FOR RESCINDING THE PREVIOUS QUESTION BY A VOTE OF FIFTY PERCENT OF THOSE PRESENT AND VOTING, A QUORUM BEING PRESENT.
Be it resolved by the House of Representatives:
That Rule 5.8 of the Rules of the House of Representatives be amended by adding the following paragraph at the end:
"At third reading of a bill, it is deemed to have the previous question invoked pursuant to the provisions of Rule 8.6. The provisions of this paragraph may be rescinded by a vote of fifty percent of those present and voting, a quorum being present."
