A JOINT RESOLUTION

ESTABLISHING A TWO-YEAR PILOT PROGRAM WITH AN EVALUATION COMPONENT TO TEST THE IMPACT OF THE SCHOOL BOARD-SUPERINTENDENT TEAM MODEL OF EXPLORING A SYSTEM OF POLICY GOVERNANCE, AND TO APPROPRIATE FROM THE GENERAL FUND OF THE STATE THE SUM OF ONE HUNDRED THOUSAND DOLLARS IN FISCAL YEARS 2003-2004 AND 2004-2005 TO THE STATE DEPARTMENT OF EDUCATION TO ESTABLISH THIS PILOT PROGRAM.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    The State Department of Education shall establish a two-year pilot program to support three school board-superintendent teams to explore a system of policy governance. The pilot program shall include an evaluation component to determine the impact of the policy governance model on the districts that participate in the pilot program. To provide for this pilot program, there is appropriated from the general fund of the State to the State Department of Education the sum of one hundred thousand dollars in each of fiscal years 2003-2004 and 2004-2005.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
