A HOUSE RESOLUTION

TO CONGRATULATE AND COMMEND RYON A. WATKINS OF LEE COUNTY UPON BEING NAMED THE SOUTH CAROLINA EMS DIRECTOR OF THE YEAR FOR 2003 AND TO THANK HIM FOR HIS WORK ON BEHALF OF LEE COUNTY AND THE STATE OF SOUTH CAROLINA.

Whereas, it is with great pleasure that the South Carolina House of Representatives recognizes the accomplishments of Ryon A. Watkins of Lee County and congratulate him on the great honor of being named the South Carolina EMS Director of the Year for 2003 at the Emergency Care Symposium in Myrtle Beach; and

Whereas, in 1985, Mr. Watkins, a native of Bishopville, began his career in public service when he was a teenager as a volunteer with the Bishopville Rescue Squad and two years later became a certified emergency medical technician; and

Whereas, at age nineteen, after finding his calling, he became one of the state's youngest certified paramedics; and

Whereas, Ryon Watkins graduated with honors from Francis Marion University in 1998, was inducted into the Psi Chi National Honor Society, and was honored to receive the Linda K. Summer Social Work Award; and

Whereas, before becoming the Lee County Emergency Medical Services Director, he worked for four years as the Executive Director of the Pee Dee Regional EMS Council in Florence; and

Whereas, Mr. Watkins was selected as the South Carolina EMS Director of the Year for 2003 by a special committee of representatives from seven organizations: the Regional EMS Councils in the Upstate, Low Country, Pee Dee, and Midlands who worked in concert with committee members from the South Carolina EMS Association, the South Carolina EMS Educators' Association, and the State Office of EMS; and

Whereas, the Lee County EMS became a department of county government in July of 2002 with Mr. Watkins as director and since then the number of full-time employees and the number of paramedics has doubled, the number of ambulances available has increased, and a substation opened in the Lynchburg Township reducing EMS response time and improving services to the residents of southern Lee County; and

Whereas, during 2003, the Lee County EMS responded to approximately 6,000 calls for assistance; and

Whereas, Mr. Watkins has made EMS education and training a priority and has been instrumental in making training opportunities available in Lee County working cooperatively with Lee County Adult Education; and

Whereas, always on the cutting edge of technology and with the help of Dr. Ed DesChamps, he plans to utilize new techniques to manage patients' airways and implement advanced procedures for vascular access; and

Whereas, the South Carolina House of Representatives is pleased to recognize the significant contributions that Ryon Watkins has made and continues to make each day in the field of emergency medical services and is proud to honor the hard work and dedication of him and his fellow EMS professionals. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina congratulate and commend Ryon A. Watkins of Lee County upon being named the South Carolina EMS Director of the Year for 2003 and thank him for his work on behalf of Lee County and the State of South Carolina.

Be it further resolved that a copy of this resolution be forwarded to Ryon A. Watkins.
