A CONCURRENT RESOLUTION

TO EXPRESS THE SINCERE GRATITUDE OF THE MEMBERS OF THE GENERAL ASSEMBLY TO DR. RAYMOND P. BYNOE OF COLUMBIA AND HIS MULTI-DISCIPLINARY TEAM, INCLUDING DR. BRADLEY PRESNAL, DR. DAVID B. FULTON, DR. CHARLOTTE THOMPSON, DR. LENWOOD SMITH, AND DR. ED HUDSON, FOR THEIR HEROIC EFFORTS THAT SAVED REPRESENTATIVE DENNY NEILSON'S LIFE AFTER HER ACCIDENT IN FEBRUARY 2001.

Whereas, Representative Denny Neilson was treated at Palmetto Richland Memorial Hospital by Dr. Raymond Bynoe and his staff after her accident in February 2001; and

Whereas, Palmetto Richland Memorial Hospital is one of four South Carolina hospitals designated as a Level 1 Trauma Center. This is the highest ranking a hospital can achieve, and Palmetto Richland has held this status since it first applied for it in 1980; and

Whereas, this trauma center provides care for the most serious injuries occurring in South Carolina and treats not only local patients, but also patients from hospitals in sixteen counties that send their most critically injured to Palmetto Richland; and

Whereas, Dr. Bynoe is Chief of Staff at Palmetto Richland and Director of Trauma Services. He has been a member of the Palmetto Richland staff for twelve years and is a graduate of A.C. Flora High School and the Medical University of South Carolina; and

Whereas, Dr. Bynoe performed his residency at Richland Memorial Hospital, and he is an Associate Professor of Surgery at the University of South Carolina School of Medicine, where he received the Dean's Outstanding Faculty Award in 2000; and

Whereas, Dr. Bynoe's respect and reputation in the medical community has been further recognized by his inclusion in the 1999 "Who's Who for Physicians and Surgeons in the Southeast" and his induction in 2002 into the American Association for the Surgery of Trauma; and

Whereas, Dr. Bynoe also has a strong commitment to the community, and he has created Project READY, Readiness Education About Dying Young, an innovative crisis program that has positively affected hundreds of at-risk youth who are admitted to the program through the judicial system; and

Whereas, Dr. Bynoe is a member of many professional organizations, including the South Carolina Medical Association, American Medical Association, Columbia Medical Association, the Association of Academic Surgery's Society of Critical Care Medicine, Eastern Association of the Surgery of Trauma, American Trauma Society, American College of Surgeons Fellow, Society of Black Academic Surgeons, and founder and current director of Society of Carolina Surgeons; and

Whereas, the General Assembly is proud to honor Dr. Raymond P. Bynoe, his staff, and the many other personnel at Palmetto Richland Memorial Hospital who assisted in Representative Denny Neilson's recovery from her accident in February 2001. Now, therefore,

Be it resolved by the members of the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, express the sincere gratitude of the members of the General Assembly to Dr. Raymond P. Bynoe of Columbia and his multi-disciplinary team, including Dr. Bradley Presnal, Dr. David B. Fulton, Dr. Charlotte Thompson, Dr. Lenwood Smith, and Dr. Ed Hudson, for their heroic efforts that saved Representative Denny Neilson's life after her accident in February 2001.
