A HOUSE RESOLUTION

TO RECOGNIZE AND CONGRATULATE J. RICHARDS "RICK" TODD ON HIS TWENTY-FIVE YEARS OF SERVICE AND COMMITMENT TO THE SOUTH CAROLINA TRUCKING ASSOCIATION AND TO EXTEND BEST WISHES TO HIM IN ALL OF HIS FUTURE ENDEAVORS.

Whereas, the South Carolina Trucking Association (SCTA) is a statewide trade association that represents the interests of South Carolina's truck operators, and J. Richards "Rick" Todd has served as the President and Chief Executive Officer of the SCTA since 1988; and

Whereas, beginning his career with the SCTA immediately upon graduation from the University of South Carolina in 1979 with a Bachelor of Arts degree in Journalism, Mr. Todd has helped the association's membership grow to nearly eight hundred companies and has helped the SCTA grow into the second largest trucking association in the twelve-state southeastern region; and

Whereas, in addition to leading the second largest association in the southeast, Mr. Todd also has advanced the SCTA into becoming one of the leaders in the federation of state associations affiliated with the American Trucking Associations, an organization that he chaired from 2002-2003; and

Whereas, lobbying throughout the years to position South Carolina's motor carriers with favorable operating and tax conditions that enable them successfully to serve the freight transportation needs of the State, Mr. Todd also has led efforts during state government restructuring to create the State Transport Police law enforcement unit and the Motor Carrier Services unit, "The One-Stop Ship"; and

Whereas, consistently leading the way with progressive legislation and regulations designed to make our highways safer, Mr. Todd and the SCTA also make enhancing the image of the industry a top priority; and

Whereas, in addition to being the President and CEO of the SCTA, Mr. Todd has chaired and held leadership positions in numerous professional associations and organizations, and he received the South Carolina Society of Association Executives' Association Executive of the Year Award in 1997; and

Whereas, in October 2003, Mr. Todd received the ATA's President's Annual TAEC Leadership Award from President Bill Graves for his commitment, strength of character, and achievement in advancing the Trucking Association Executive Council; and

Whereas, J. Richards "Rick" Todd will celebrate twenty-five years of service with the SCTA on June 1, 2004, and the members of the Senate are extremely proud of his dedication and commitment to the safety of the public and the betterment of the trucking industry, resulting in an improved quality of life in the Palmetto State. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, recognize and congratulate J. Richards "Rick" Todd on his twenty-five years of service and commitment to the South Carolina Trucking Association and extend best wishes to him in all of his future endeavors.

Be it further resolved that a copy of this resolution be forwarded to Mr. J. Richards "Rick" Todd.
