TO AMEND ACT 239 OF 1983, RELATING TO THE PREPARATION OF THE ANNUAL BUDGET FOR THE OPERATION OF THE HORRY COUNTY SCHOOL SYSTEM, SO AS TO PROVIDE THAT BEGINNING WITH THE YEAR 2003, THE MILLAGE LEVIED IN ANY YEAR FOR ALL SCHOOL PURPOSES, EXCEPT DEBT SERVICE, MAY NOT EXCEED TWO MILLS ABOVE THAT LEVIED FOR THE PREVIOUS YEAR WITHOUT THE APPROVAL BY THE QUALIFIED ELECTORS OF THE DISTRICT BY REFERENDUM.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Act 239 of 1983 is amended by adding a new section to read:
"Section 1A. Beginning with the year 2003, the millage levied in any year for all school purposes, except debt service for the Horry County School System, may not exceed two mills above that levied for the previous year without the approval by the qualified electors of the district by referendum."
SECTION 2. This act takes effect upon approval by the Governor.
