TO CONGRATULATE HOMELAND PARK ELEMENTARY SCHOOL FOR PROVIDING A QUALITY EDUCATION TO STUDENTS IN GRADES KINDERGARTEN THROUGH FIVE IN SOUTHERN ANDERSON COUNTY FOR MORE THAN FIFTY YEARS AND FOR BEING ONE OF EIGHT SCHOOLS TO RECEIVE THE NATIONAL ASSOCIATION OF YEAR ROUND EDUCATORS NATIONAL SCHOOL OF MERIT AWARD.

Whereas, Homeland Park Elementary School is a single-track, modified calendar Title I school located in southern Anderson County, South Carolina; and

Whereas, Homeland Park Elementary School opened in 1953 and has operated on the modified calendar since the 1998-1999 school year; and

Whereas, as a learning center for all seasons and a safe, caring, learning environment which incorporates family, school, and community resources, the mission of Homeland Park Elementary School is to provide and assure challenging quality educational experiences for all of its students in grades K through five; and

Whereas, in 2003, Homeland Park Elementary School met 100% of its objectives under the Adequate Yearly Progress (A.Y.P.) category of the No Child Left Behind Act; and

Whereas, Homeland Park Elementary School is the only elementary school in Anderson School District Five to meet this year's A.Y.P.'s requirements, and one of only one hundred ninety-three of the six hundred seventeen schools in the State to achieve this goal; and

Whereas, eighty percent of the school's third grade students were awarded bicycles because of their passing scores on the reading portion of the 2003 P.A.C.T. test through the district's "Reading to Ride" grant program; and

Whereas, the school's P.A.C.T. test scores have risen steadily since 2000, and have improved from an AVERAGE rating in 2001, to a rating of GOOD in 2002; and

Whereas, Homeland Park Elementary School's students, parents, and facility members have made significant contributions to the March of Dimes, 2002 United Way Kid's Campaign, Relay for Life 2002 Campaign, and have collected school supply items for children in Zambia, Africa; and

Whereas, in December 2003, Homeland Park Elementary School was recognized by the National Association of Year Round Educators as one of eight National School of Merit Award winners; and

Whereas, it is fitting and proper for the members of the General Assembly to pause in their deliberations to recognize the many accomplishments of Homeland Park Elementary School over its more than fifty year history. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, congratulate Homeland Park Elementary School for providing a quality education to students in grades kindergarten through five in southern Anderson County for more than fifty years and for being one of eight schools to receive the National Association of Year Round Educators National School of Merit Award.

Be it further resolved that a copy of this resolution be forwarded to Homeland Park Elementary School.
