The Senate assembled at 11:00 A.M., the hour to which it stood adjourned, and was called to order by the PRESIDENT.

A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, hear ancient words which could be a headline in today's press. The Book of Exodus 32:25-26:

"When Moses saw that the people were running wild (for Aaron had let them run wild, to the derision of their enemies), then Moses stood in the gate of the camp, and said, "Who is on the Lord's side? Come to me!"
Let us pray.

Father, it seems that Moses was declaring "no wiggle-room" in their loyalties. We pray for the poor benighted people of Iraq, struggling with which side should claim their loyalty.

As we, here, look up in prayer, bearing in our hands and hearts the burdens of our own people, together with the millions in the Middle East to whom we have pledged loyalty, have mercy upon us all. May we hear our unseen Lord saying to us, "I will never fail you nor forsake you" ...and may we never fail You, O Lord!
Amen.

The PRESIDENT called for Petitions, Memorials, Presentments of Grand Juries and such like papers.
