A HOUSE RESOLUTION

RECOGNIZING AND CONGRATULATING WILLIAM T. "BILL" YOUNG, JR. OF ALLENDALE FOR HIS THIRTY-TWO SUCCESSFUL YEARS OF EDUCATING, MENTORING, AND LEADING STUDENTS IN COLLETON COUNTY AS BAND DIRECTOR FOR THE BAND OF BLUE AT WALTERBORO HIGH SCHOOL AND WISHING HIM GOOD HEALTH AND HAPPINESS ON THE OCCASION OF HIS RETIREMENT.

Whereas, Mr. William T. Young, Jr. has taught thousands of students and through his vision and commitment has built a championship band program at Walterboro High School; and

Whereas, Mr. Young, a native of Allendale, developed his love for band early by joining the Allendale-Fairfax band program at age eight. During his formative years, he participated in the Edisto Conference and All-State bands and served as band captain for the Allendale-Fairfax High School Band where he received the John Philip Sousa Award during his senior year; and

Whereas, he went on to study music at the University of South Carolina where he received his Bachelor of Arts degree in music education in 1973. He also earned his Master of Education degree in school administration and supervision from the Citadel; and

Whereas, in 1973 Mr. Young took a position as the director of bands for Walterboro High School and, as he finishes his thirty-second year, has spent his entire career teaching in Colleton County; and

Whereas, throughout his tenure, Mr. Young's bands have been consistently superior. The marching band has placed fourth or higher in the AAAA state competition twenty-five times and earned a superior rating in 1984 when only a festival was held. The Band of Blue has won nine AAAA State Marching Championships, the most ever by a single director in South Carolina and was the AAAA Lower State Champion thirteen years in a row; and

Whereas, under Mr. Young's direction, the Band of Blue has earned a national reputation as well. The band has performed on nationally televised broadcasts four times: the 1976 Presidential Inaugural Parade for Jimmy Carter, the 1982 Orange Bowl Parade, the 1994 Tournament of Roses Parade in Pasadena, California, and the 2000 Macy's Thanksgiving Day Parade in New York City. The band was also selected to perform at five gubernatorial inaugurations in South Carolina; and

Whereas, Mr. Young is a past president of the South Carolina Band Directors Association and has also served as a member of the marching committee, a region chairman, and as chairman for the Adjudication Committee. He was inducted into the South Carolina Band Directors Hall of Fame in 1999; and

Whereas, his professional affiliations include the Music Educators National Conference, Phi Beta Mu Honorary Bandmasters Fraternity, South Carolina Music Educators Association, and the South Carolina Band Directors Association; and

Whereas, his dedication and success is further evidenced by numerous awards including: the Jaycees "Outstanding Young Educator for South Carolina" in 1983, "Instructional Leader of the Year" for the Colleton County School District in 2000, and Phi Beta Mu "Outstanding Bandmaster" in 2002; and

Whereas, Mr. Young's leadership has not only brought national attention to the band program at Walterboro High School in Colleton County but has also advanced the significance of band activities throughout the State of South Carolina; and

Whereas, he is also active in civic affairs, serving as a member of the Walterboro City Council since 1989. Additionally, he has served as mayor pro-tem and as a member of the Governor's Juvenile Justice Youth Council for the 14th judicial district; and

Whereas, Mr. Young is a role model for the entire community of Walterboro, and it is with great admiration that the members of the South Carolina House of Representatives honor him for touching and bettering the lives of so many young people in Colleton County and the State of South Carolina. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, hereby recognize and congratulate William T. "Bill" Young, Jr. of Allendale for his thirty-two successful years of educating, mentoring, and leading students in Colleton County as Band Director for the Band of Blue at Walterboro High School and wish him good health and happiness on the occasion of his retirement.

Be it further resolved that a copy of this resolution be forwarded to Mr. William T. Young of Allendale.
