TO RECOGNIZE AND HONOR DR. V. KEITH CALLICUTT FOR HIS OUTSTANDING LEADERSHIP AS SUPERINTENDENT OF NEWBERRY COUNTY SCHOOL DISTRICT, TO EXPRESS GRATITUDE AND APPRECIATION FOR HIS TIRELESS EFFORTS AND DEEP COMMITMENT TO THE EDUCATION AND GROWTH OF SOUTH CAROLINA PUBLIC SCHOOLCHILDREN, AND TO WISH HIM THE BEST IN HIS NEW POSITION AS SUPERINTENDENT OF YORK SCHOOL DISTRICT 4 AND IN ALL HIS FUTURE ENDEAVORS.
Whereas, it is with great pride that we recognize South Carolinians who are dedicated to giving their time and energy to developing young minds and forging a brighter future for all; and
Whereas, it is appropriate to recognize the great achievements of those involved in the public school system and to express appreciation and encouragement to those individuals who continue to inspire children year after year; and
Whereas, Dr. V. Keith Callicutt, a Chester High School and Clemson University graduate, earned a Masters degree in Elementary Education from Francis Marion University, an Educational Specialist degree in Educational Administration from Winthrop University, and a Doctoral degree in Educational Administration from the University of South Carolina; and
Whereas, a devoted husband and family man, Dr. Callicutt's wife, Kaye, is herself a Newberry public school educator, and they have two children, Jonathan and Jacquelyn, and two grandchildren, Emma and Jackson; and
Whereas, during his career in education of over thirty years, Dr. Callicutt has given of himself in numerous capacities, serving as a teacher, an athletic director, an assistant headmaster, an assistant principal, a principal of three schools, the Director of Secondary Education for the Lancaster County School District, the Superintendent of Florence County School District 5, and since 2001, as Superintendent of the Newberry County School District; and
Whereas, Dr. Callicutt has left an indelible mark on the Newberry County School District during his tenure, where in four short years the percentage of students testing "below basic" in math on the Palmetto Achievement Challenge Test dropped from forty-three percent to twenty-nine percent, with a significant improvement on English scores as well; and
Whereas, under Dr. Callicutt's leadership, the Newberry County School District undertook a major overhaul in building new facilities and refurbishing those in great need of repair, opening the new Gallman Elementary School, and making major renovations to the existing Whitmire Community School, Little Mountain Elementary, Boundary Street Elementary, and Newberry Elementary; and
Whereas, actively involved in his surrounding community, Dr. Callicutt has served on countless boards and held many leadership positions, including President of the Newberry Rotary Club, member of the Newberry Economic Development Council, and past President of the Johnsonville Lions Club; and
Whereas, professionally, Dr. Callicutt is a member of Phi Delta Kappa Professional Academic Fraternity, a member of the Board of Visitors of Piedmont Technical College, and Chairman of Western Piedmont Education Consortium; he also serves on the Newberry Literacy Council Board, has served as past President of Lexington Five Principals' Association, and is a past Vice President of the South Carolina Association of Secondary School Principals; and
Whereas, it is fitting and proper for the members of the South Carolina House of Representatives to pause in their deliberations to recognize such a distinguished South Carolinian as Dr. V. Keith Callicutt. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Dr. V. Keith Callicutt for his outstanding leadership as Superintendent of Newberry County School District, to express gratitude and appreciation for his tireless efforts and deep commitment to the education and growth of South Carolina public schoolchildren, and wish him the best in his new position as Superintendent of York School District 4 and in all his future endeavors.
Be it further resolved that a copy of this resolution be presented to Dr. Callicutt.
