A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR DR. WALTER L. TOBIN FOR HIS OUTSTANDING LEADERSHIP AS INTERIM SUPERINTENDENT OF THE NEWBERRY COUNTY SCHOOL DISTRICT FOR ACADEMIC YEAR 2005-2006; TO EXPRESS THANKS AND APPRECIATION FOR HIS DEEP COMMITMENT, STEADFAST EFFORTS, AND NOTABLE ACHIEVEMENTS IN IMPROVING THE EDUCATION OF THE PUBLIC SCHOOL CHILDREN OF NEWBERRY COUNTY AND SOUTH CAROLINA; AND TO WISH HIM CONTINUED SUCCESS IN ALL HIS FUTURE ENDEAVORS.

Whereas, it is with great pride that we recognize South Carolinians who are dedicated to giving their time and energy to developing young minds and forging a brighter future for all; and

Whereas, it is appropriate to recognize the achievements of those leaders involved in the public school system and to express appreciation and encouragement to those who continue to inspire children year after year; and

Whereas, Dr. Walter L. Tobin, a South Carolina State College graduate, earned a Master of Education in Secondary Education and Administration from South Carolina State College, an Educational Specialist degree in Educational Administration from the University of South Carolina, and a Ph.D in Education Administration from the University of South Carolina; and

Whereas, Dr. Tobin is a devoted and loving husband and family man; he and his lovely wife, Bernice, have two children, Candice and Walt, and two wonderful grandchildren; and

Whereas, Dr. Tobin, during his career in public education of over forty years, has served with distinction in numerous capacities, as a teacher, a counselor, a coach, a principal of three schools, Secondary Supervisor of Accreditation and Administrative Services with the State Department of Education, Director of the Office of Adult Education with the State Department of Education, Superintendent of Lexington School District 4, Superintendent of Orangeburg School District 5, Associate Faculty Member at the University of South Carolina, and during academic year 2005-2006, as an exceptional Interim Superintendent of the Newberry County School District; and

Whereas, during the 2005-2006 school year, under the outstanding leadership of Dr. Tobin, the Newberry County School District has attained significant accomplishments: it achieved the second highest improvement in SAT scores in South Carolina; its PACT scores received by students in grades 3 through 8 showed improvement in 12 of 24 categories; and it met 26 of 29 Federal education objectives in the continuing goal of striving to meet Annual Yearly Progress (AYP); and

Whereas, it is fitting and proper for the members of the South Carolina House of Representatives to pause in their deliberations to recognize such a distinguished South Carolinian as Dr. Walter L. Tobin. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, recognize and honor Dr. Walter L. Tobin for his outstanding leadership as Interim Superintendent of the Newberry County School District for academic year 2005-2006; express thanks and appreciation for his deep commitment, steadfast efforts, and notable achievements in improving the education of the public school children of Newberry County and South Carolina; and wish him continued success in all his future endeavors.

Be it further resolved that a copy of this resolution be presented to Dr. Walter L. Tobin.
