A HOUSE RESOLUTION

TO RECOGNIZE, HONOR, AND EXPRESS APPRECIATION TO FORMER MAYOR OF NEWBERRY, CLARENCE A. SHEALY, JR., FOR HIS NOTABLE ACCOMPLISHMENTS AND OUTSTANDING LEADERSHIP PROVIDED TO THE CITY OF NEWBERRY DURING TWENTY-THREE YEARS AS MAYOR AND EIGHT PREVIOUS YEARS AS A MEMBER OF CITY COUNCIL; AND TO COMMEND AND THANK HIM FOR HIS DISTINGUISHED SERVICE AS BOARD CHAIRMAN AND BOARD MEMBER OF THE CLINTON-NEWBERRY NATURAL GAS AUTHORITY FOR MORE THAN TWENTY-FIVE YEARS.

Whereas, the foundations of the modern City of Newberry were constructed under the outstanding leadership of Mayor Clarence A. Shealy, Jr., during his twenty-three year administration as Mayor of Newberry from 1967 to 1990; and

Whereas, the imprint of former Mayor Clarence A. Shealy, Jr., is clearly evident upon the face and infrastructure of the present day City of Newberry; and

Whereas, the members of the House of Representatives wish to recognize and acknowledge his remarkable political leadership abilities; and

Whereas, Clarence Adolphus Shealy, Jr., was born on November 21, 1929, in Newberry, the son of former City Councilman Clarence A. Shealy, Sr., and Bertha Jones Shealy; and

Whereas, Clarence A. Shealy, Jr., graduated from Newberry High School in 1947 and from Newberry College in 1952; and

Whereas, he served in the United States Navy for four years from September 1952 to September 1956 as an Aviation Ordnance Petty Officer; and for the last three of these years, he taught aircraft ordnance at Naval Air Station Corpus Christi to Navy and Marine Corps flight cadets; and

Whereas, Clarence A. Shealy, Jr., for a brief time, became a public school teacher in the Dorchester County Schools, teaching history, science, and accounting at Summerville High School for the 1957-1958 school year and also for the first semester of the 1958-1959 school year; and

Whereas, Clarence A. Shealy, Jr., in January of 1959, became affiliated with the Liberty Corporation and its subsidiary, Liberty Life Insurance Company, an affiliation which matured into a career of thirty-two years of dedicated professional service; and

Whereas, Clarence A. Shealy, Jr., was elected as a Newberry City Councilman in September of 1959 and served for eight years; and

Whereas, Clarence A. Shealy, Jr., was elected Mayor of Newberry in September of 1967, and served with distinction for twenty-three years, from November of 1967 until November of 1990; and

Whereas, under the leadership of Mayor Clarence A. Shealy, Jr.: (1) A new municipal water treatment plant was constructed on the banks of the Saluda River, which greatly enlarged the public water supply available to the City of Newberry, the Newberry County Water and Sewer Authority, and the Town of Saluda; (2) A new municipal wastewater treatment plant was constructed adjacent to Bush River, which greatly enhanced the wastewater capacity of the City of Newberry; (3) A new municipal fire station and fire department headquarters were constructed on Wilson Road, which substantially improved fire safety within the City of Newberry; (4) The Housing Authority of the City of Newberry was created, which substantially improved living conditions for many citizens who for years had been residing in substandard housing; and (5) A modernized accounting system utilizing computers was installed for the City of Newberry; and

Whereas, the public utilities of the City of Newberry include not only electric service, water supply, and sewerage, but also natural gas provided by the Clinton-Newberry Natural Gas Authority, which is jointly owned by the City of Clinton and the City of Newberry; Clarence A. Shealy, Jr., served with distinction as a Board Member and as Board Chairman of the Gas Authority during a tenure of more than twenty-five years, until November of 1990; and

Whereas, Clarence A. Shealy, Jr., is a Mason and has served as Worshipful Master of Amity Lodge #87, and also as president of the Newberry County Shrine Club; and

Whereas, Clarence A. Shealy, Jr., is a lifelong member of Epting Memorial United Methodist Church, having served as Chairman of the Official Board, as Chairman of the Board of Trustees, and as a Sunday school teacher; and

Whereas, on August 10, 1963, Clarence A. Shealy, Jr., married the former Joan Bobb of Newberry, and to this union two children were born: Clarence A. Shealy III and Sue Ellen Shealy; and

Whereas, it is fitting and proper for the members of the South Carolina House of Representatives to pause in their deliberations to recognize such a distinguished South Carolinian as former Mayor Clarence A. Shealy, Jr. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize, honor, and express appreciation to former Mayor of Newberry, Clarence A. Shealy, Jr., for his outstanding leadership to the City of Newberry during twenty-three years as Mayor and eight previous years as a City Councilman; commend and thank him for his distinguished service as Board Chairman and member of the Clinton-Newberry Natural Gas Authority; and wish him the very best in the future.

Be it further resolved that a copy of this resolution be presented to former Mayor Clarence A. Shealy, Jr.
