A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR PATRICIA K. BURNS OF LANCASTER COUNTY FOR HER DEDICATED AND GRACIOUS SERVICE TO PUBLIC EDUCATION AND TO COMMEND HER FOR THE MANY IMPROVEMENTS AND ACCOMPLISHMENTS SHE HAS ACHIEVED AND CONTINUES TO ACHIEVE WHILE EDUCATING THE CHILDREN OF SOUTH CAROLINA.

Whereas, Patricia K. Burns has devoted forty-two years of her life to educating children, twenty-three of which have been spent making a difference for the children of South Carolina; and

Whereas, she received a Bachelor of Arts in Mathematics from Clarke College in Dubuque, Iowa in 1963 before earning a Masters in Arts in Educational Administration in 1978 and a Doctor of Philosophy in Educational Administration in 1981 from the University of Iowa; and

Whereas, throughout her professional career, Patricia has undertaken many leadership roles and has served dozens of districts across the State as a consultant for instructional improvement, program evaluation, and strategic planning; and

Whereas, for the past ten years, she has used her vast knowledge, commitment, and drive, first as Associate Superintendent for Instructional Services and then as Superintendent, to raise the instructional bar for the children of Lancaster County; and

Whereas, under her leadership, the district has implemented a number of instructional initiatives to strengthen student success, including aligning the curriculum to state standards, focusing on literacy in elementary schools, establishing student-led conferences, emphasizing student engagement, and increasing the integration of technology into instructional practices; and

Whereas, Patricia has created and strengthened partnerships with the University of South Carolina Lancaster, York Technical College, various civic groups, the Lancaster County Legislative Delegation, the Lancaster County Council, government officials, governmental agencies, Parents for Public Schools, and several foundations; and

Whereas, she was a prime leader and advocate in the creation of Partners for Youth, a foundation to support the youth and teachers in our public schools through scholarships and grants; and

Whereas, Patricia has helped increase alternate educational settings for children, including Discovery School, Eastside Academy, and Renaissance Center; and

Whereas, she has fostered and encouraged schools to implement an arts focus program, Making Middle Grades Work Program, International Baccalaureate Middle Years Program, and High Schools Redesign Project; and

Whereas, Patricia has brought recognition to students and teachers through the creation of an annual Celebration of Excellence and a District Education Hall of Fame; and

Whereas, she has served as a member and leader for a number of professional local, state, and national educational organizations, and her hard work and outstanding service has been recognized on numerous occasions throughout her professional career; and

Whereas, many of Patricia's contributions to education go beyond her immediate setting and enrich the profession as a whole. She has written two articles published in educational journals titled "CAI and Mathematic Achievement...Is There a Relationship?" in the October, 1981 edition of Educational Technology and "Educational Accountability: Moving Forward or Mistakes Made?" in the Winter, 2001 Edition of Palmetto Administrator; and

Whereas, it is proper and fitting for the members of the South Carolina House of Representatives to pause in there deliberations to recognize such an outstanding South Carolinian as Patricia K. Burns. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Patricia K. Burns of Lancaster County for her dedicated and gracious service to public education and to commend her for the many improvements and accomplishments she has achieved and continues to achieve while educating the children of South Carolina.

Be it further resolved that a copy of this resolution be provided to Patricia K. Burns.
