A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-25-125 SO AS TO PROVIDE CERTAIN REQUIREMENTS THAT A PROSPECTIVE TEACHER SHALL FILE WITH THE OFFICE OF TEACHER CERTIFICATION OF THE STATE DEPARTMENT OF EDUCATION BEFORE BECOMING CERTIFIED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Article 3, Chapter 25, Title 59 of the 1976 Code is amended by adding:

"Section 59-25-125.    In addition to requirements pursuant to regulation, for a teacher to become certified in this State, the prospective teacher shall file with the Office of Teacher Certification of the State Department of Education the following:

(1)    State Department of Education application form;

(2)    a completed 'Verification of College Preparation: Recommendation for Teacher Certificate' form, signed by the dean or a designated college official, except that, if an institution of higher education requires additional masters or postbaccalaureate work, the student is not required to have completed the masters or postbaccalaureate work and the form does not have to be signed for the prospective teacher to become certified in this State;

(3)    complete and official transcripts bearing the official seal of the institution, the signature of the designated official, the type of degree earned, if any, and the date awarded;

(4)    the required teaching area examination scores as adopted by the State Board of Education for purposes of certification;

(5)    appropriate verification of previous teaching experience;

(6)    an FBI fingerprint card and a criminal records check by the South Carolina Law Enforcement Division and a national criminal records check supported by fingerprints conducted by the FBI; and

(7)    a nonrefundable fee for the evaluation and processing of each of his or her applications."

SECTION    2.    This act takes effect upon approval by the Governor.
