The House assembled at 10:00 a.m.
Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:

Our thought for today is from Psalm 107:28: "They cried to the Lord in their trouble and he brought them out from their distress."
Let us pray. Thank you, O God, for Your help and wisdom in guiding each of us in the right direction and in doing the right thing for the people with whom and for whom we labor. Direct us in love and compassion, that we may accomplish the duties of our calling. Be the protector of our Nation, President, State, Governor and leaders. Keep safe our defenders of freedom as they protect us. In the name of our Lord. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
