EXPLANATION OF IMPACT:

A review of this bill indicates there will be no impact on the General Fund of the State or on federal and/or other funds.

STATEMENT OF ESTIMATED FISCAL IMPACT

REVENUE IMPACT 1/

This bill is not expected to impact state revenues in either FY 2004-05 or FY2005-06.

Explanation

This Joint Resolution provides for property transfer of an unused National Guard Armory in Inman, South Carolina, from the B&CB to the District One School Board in Spartanburg County.

According to B&CB counsel, no revenue consideration is anticipated from this realty transaction.

The Office of the Adjutant General does not expect any change in earmarked funds, since no revenue is currently generated by the facility. Thus, we expect no revenue impact would apply. Since the resolution could be effective prior to close of the current fiscal year, the actual transfer may occur in either fiscal year 2004-05 or 2005-06.

A JOINT RESOLUTION

TO AUTHORIZE THE STATE BUDGET AND CONTROL BOARD TO TRANSFER OWNERSHIP OF A SURPLUS NATIONAL GUARD ARMORY IN INMAN, SOUTH CAROLINA, TO THE SPARTANBURG COUNTY DISTRICT ONE SCHOOL BOARD.

Whereas, the National Guard Armory located on the Oakland Avenue Extension, Inman, South Carolina has been vacated by the 1st Battalion, 178th Field Artillery of the of the Army National Guard; and

Whereas, the State Military Department has declared this property surplus to its current needs; and

Whereas, the Spartanburg County District One School Board will use the Armory for the benefit of the community. Now, therefore,

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Notwithstanding the provisions of Sections 25-1-1660 and 1-11-58, and Act 248 of 2004, the State Budget and Control Board is authorized to transfer ownership of the surplus National Guard Armory located on the Oakland Avenue Extension, Inman, South Carolina to the Spartanburg County District One School Board.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
