STATEMENT OF ESTIMATED FISCAL IMPACT

REVENUE IMPACT 1/

This bill is expected to have an overall increase of $104,000 to the Department of Natural Resources (DNR) in FY 2005-06, of which $36,000 would be allotted to the Wildlife Endowment Fund and $68,000 to federal funds from excise tax proceeds.

Explanation

This bill holds harmless the ability of a person attaining age sixty-five on or before July 1, 2005, to obtain a statewide lifetime hunting and fishing license at no cost. The bill sets a new, $9 fee for this lifetime license for age sixty-four. Combination licenses now available for those under age 65 are the Combination Hunting, Freshwater Fishing and Big Game License, at $25; the Sportsman License, at $50; and a Type "D" Lifetime Combination License, at $9, for age sixty-four.

Based on a prior review by DNR, the opportunity for those aged sixty-four to obtain a more comprehensive lifetime license under 50-9-510(15), at same cost of a Type "D" license, is expected to yield 4,000 additional sales for this one-time fee of $9 in FY2005-06. Multiplying 4,000 times $9 yields $36,000. Additionally, DNR would receive $68,000 annually thereafter, for 4,000 new active licensees, based on a $17 average rebate of federal excise taxes on sales of firearms/ammo and fishing tackle. This bill would therefore raise DNR funds earmarked to Wildlife Endowment by $36,000 in FY 2005-06 and agency federal funds by $68,000 in FY 2005-06 and in subsequent fiscal years.

A BILL

TO AMEND SECTION 50-9-510, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO LICENSES AUTHORIZED FOR SALE BY THE DEPARTMENT, SO AS TO REVISE THE AGE AND FEE REQUIREMENTS FOR A STATEWIDE LIFETIME HUNTING AND FISHING LICENSE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 50-9-510(15) of the 1976 Code, as last amended by Act 372 of 1996, is further amended to read:

"(15)    A resident of South Carolina who has attained the age of sixty-five sixty-four years may obtain a statewide lifetime hunting and fishing license at no cost from the department for nine dollars; provided, that those persons who have attained the age of sixty-five on or before July 1, 2005, may obtain this license at no cost. This license includes the privilege of hunting big game, hunting on wildlife management area lands, and state migratory waterfowl and of saltwater fishing."

SECTION    2.    This act takes effect upon approval by the Governor.
