TO PROVIDE FOR A STATEWIDE ADVISORY REFERENDUM TO BE HELD AT THE SAME TIME AS THE 2006 GENERAL ELECTION TO DETERMINE WHETHER OR NOT THE QUALIFIED ELECTORS OF THIS STATE FAVOR CHANGING THE STARTING DATE FOR ELEMENTARY AND SECONDARY SCHOOLS OF THIS STATE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. (A) The State Election Commission shall hold a referendum at the 2006 general election. Ballots must be provided at the various voting precincts with the following words printed or written on the ballots:
"Do you favor changing the starting date for elementary and secondary schools in this State?
Those voting in favor of the question shall deposit a ballot with a check or cross mark in the square after the word 'Yes', and those voting against the question shall deposit a ballot with a check or cross mark in the square after the word 'No'."
(B) The State Election Commission shall conduct and supervise the advisory referendum in the manner governed by the election laws of this State, mutatis mutandis, and the commission shall certify the results of the referendum to the House of Representatives, the Senate, and the Governor.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
