A SENATE RESOLUTION

TO CONGRATULATE THE PROGRAM MANAGEMENT GROUP OF THE SOUTH CAROLINA EMERGENCY RESPONSE TASK FORCE AND TO EXPRESS THE SINCERE GRATITUDE OF THE SENATE TO THESE MEN AND WOMEN WHO CREATED AND FORMED SOUTH CAROLINA TASK FORCE ONE, THE FIRST TYPE ONE URBAN SEARCH AND RESCUE TEAM TO ASSIST IN THE PROTECTION OF OUR STATE.

Whereas, the South Carolina Emergency Response Task Force under the leadership of the Program Management Group created South Carolina Task Force One, the first type one urban search and rescue team in South Carolina; and

Whereas, the team was created with federal homeland security funds totaling more than five million dollars; and

Whereas, the Program Management Group has recruited and trained over two hundred twenty task force members from more than fifty agencies in South Carolina; and

Whereas, the Program Management Group has facilitated more than ten thousand hours of search and rescue training with over sixty thousand pieces of specialized rescue equipment and developed more than three hundred pages of operating procedures; and

Whereas, the Program Management Group has worked to develop and construct new search and rescue training props to be utilized by the South Carolina Fire Service and South Carolina Task Force One; and

Whereas, South Carolina Task Force One will assist local emergency responders in protecting our State from hurricanes, tornadoes, floods, building collapse, acts of terrorism, and other types of emergency incidents; and

Whereas, the members of the Program Management Group consist of Raymond J. Wilkinson, Director; Michael S. Mayers, Deputy Director; Kenneth L. Bell, Lead Logistics Manager; James D. Headrick, Task Force Leader; Thomas M. Webb, Task Force Leader; and

Whereas, the Program Management Group is supported by Kenneth R. Fowler, Task Force Leader; and Elizabeth Hardwick, Administrative Assistant; and

Whereas, the members of the South Carolina Senate are pleased to pause in their deliberations to recognize the substantial contribution of this group of dedicated men and women who work tirelessly to assist the citizens of South Carolina. They consistently demonstrate their commitment and dedication to the service of mankind. They certainly serve as a prime example of just what makes America great. Now, therefore,

Be it resolved by the Senate:

That the members of the Senate of South Carolina, by this resolution, congratulate the Program Management Group of the South Carolina Emergency Response Task Force and express the sincere gratitude of the Senate to these men and women who created and formed South Carolina Task Force One, the first type one urban search and rescue team to assist in the protection of our State.

Be it further resolved that a copy of this resolution be forwarded to the Program Management Group.
