A SENATE RESOLUTION

HONORING MAJOR GENERAL JAMES W. RAFFERTY AND HIS WIFE MRS. MELANIE RAFFERTY AND THANKING THEM FOR THEIR DEDICATED SERVICE TO THE STATE OF SOUTH CAROLINA AND THE UNITED STATES OF AMERICA.

Whereas, Major General (MG) James W. Rafferty is the Commander of the 81st Regional Readiness Command (RRC), which originated at Camp (now Fort) Jackson in 1917, and whose Soldiers proudly wear a black wildcat shoulder patch on their left shoulder symbolizing the spirited wildcats that Soldiers observed on the banks of the Wildcat Creek at Camp Jackson and whose Soldiers since then and now live by the motto "Wildcats Never Quit;" and

Whereas, MG Rafferty has for the past two years commanded the 81st RRC, now headquartered in Birmingham, Alabama, which has responsibility for Army Reserve units throughout the Southeast, including South Carolina; and

Whereas, MG Rafferty, as Commander of the 81st RRC for the past two years, has commanded United States Army Reserve units in South Carolina, including the 1189th U.S. Army Transportation Terminal Brigade, the 447th Chemical Detachment, and the 12th Legal Support Organization, that are most notably headquartered in the Palmetto State in Charleston, Greenville, and at Fort Jackson, respectively; and

Whereas, MG Rafferty graduated from Syracuse University, was commissioned in the Infantry Branch of the United States Army, and has held commands at the Company, Battalion, Brigade, and Regional Readiness Command levels; and

Whereas, MG Rafferty is married to Melanie Rafferty, President and founder of Cortel Improvement Systems that provides Organizational Development training designed to develop sustainable human resource solutions to improve productivity, profitability, and customer satisfaction. She has worked with government agencies, industries, military bases, healthcare facilities, commercial businesses, and nonprofit organizations for over twenty-five years. Mrs. Rafferty is a dynamic motivator with experience in Quality Improvement, Human Resources, Training and Organizational Development, and Career Counseling; and

Whereas, MG Rafferty and his wife Melanie, as a Command Team, have led by example in taking care of United States Army Reserve Soldiers and families from the Palmetto State and the Southeastern United States, and who have served our nation well in the Global War on Terror (GWOT) in Iraq, Afghanistan, and throughout the world; and

Whereas, MG Rafferty and his wife Melanie have emphasized that Army families are a key part of the Army and the 81st RRC Total Family and that their efforts in strengthening Army families have materially contributed to the success of the 81st RRC, the U.S. Army Reserve, and the U.S. Army in the GWOT; and

Whereas, MG Rafferty and his wife Melanie have underscored that the Army Family Readiness Program is a Commander's Program and have placed command emphasis on Family Readiness Program activities benefiting Army families in the Palmetto State and throughout the Southeastern United States at a time in which Army families, through sacrifice and commitment, have sustained our nation's longest ground combat war effort since the Revolutionary War; and

Whereas, MG Rafferty and his wife Melanie have time after time demonstrated their commitment to the Family Readiness Program by leading Family Readiness Program activities at Senior Leader War Councils benefiting Army families in the Palmetto State and throughout the Southeastern United States; and

Whereas, MG Rafferty and his wife Melanie have taught Marriage Enrichment Courses at Hilton Head Island and other locations to U.S. Army Reserve Soldiers and their spouses, thereby strengthening Army families in the Palmetto State and throughout the Southeastern United States; and

Whereas, it is appropriate to recognize the significant contributions that MG Rafferty and his wife Melanie Rafferty have made to the Solider-Citizens of the State of South Carolina and wish them well in the continuation of their service to the United States. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate honor MG James W. Rafferty and his wife Melanie Rafferty and thank them for their service to the United States of America, the State of South Carolina, and the Army families and Soldiers in the Palmetto State.

Be it further resolved that a copy of this resolution be forwarded to MG James W. Rafferty and his wife Melanie Rafferty.
