A JOINT RESOLUTION

PROPOSING AN AMENDMENT TO SECTION 2, ARTICLE III OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO THE HOUSE OF REPRESENTATIVES, SO AS TO PROVIDE THAT BEGINNING IN 2008, MEMBERS OF THE HOUSE OF REPRESENTATIVES MUST BE CHOSEN EVERY FOURTH INSTEAD OF EVERY SECOND YEAR; AND TO AMEND SECTION 8, ARTICLE III, RELATING TO ELECTION OF THE HOUSE OF REPRESENTATIVES, SO AS TO PROVIDE THAT MEMBERS OF THE HOUSE BE ELECTED EVERY FOURTH INSTEAD OF EVERY SECOND YEAR.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    It is proposed that Section 2, Article III of the Constitution of this State be amended to read:

"Section 2.    Beginning in 2008, the House of Representatives shall be is composed of members chosen by ballot every second fourth year by citizens of this State, qualified as provided in this Constitution is provided."

SECTION    2.    It is proposed that Section 8, Article III, of the Constitution of this State be amended to read:

"Section 8.    The first election for members of the House of Representatives under this Constitution shall must be held on Tuesday after the first Monday in November Eighteen Hundred and Ninety-six, and in every second fourth year thereafter, in such manner and at such places as the General Assembly may prescribe."

SECTION    3.    The proposed amendment in Sections 1 and 2 must be submitted to the qualified electors at the next general election for representatives. Ballots must be provided at the various voting precincts with the following words printed on the ballot:

"Must Sections 2 and 8, Article III, of the Constitution of this State be amended so as to provide that a person elected to the House of Representatives, beginning in 2008, shall serve a four-year instead of a two-year term?

Yes    []

No    []

Those voting in favor of the question shall deposit a ballot with a check or cross mark in the square after the word 'Yes', and those voting against the question shall deposit a ballot with a check or cross mark in the square after the word 'No'."
