A CONCURRENT RESOLUTION

TO RECOGNIZE AND HONOR DR. JIM RAY OF SPARTANBURG COUNTY FOR HIS OUTSTANDING CONTRIBUTIONS TO SOUTH CAROLINA PUBLIC SCHOOLS AND TO CONGRATULATE HIM ON BEING NAMED THE 2007 SOUTH CAROLINA SUPERINTENDENT OF THE YEAR.

Whereas, the members of the South Carolina General Assembly were pleased to learn that Dr. Jim Ray has been named the South Carolina Superintendent of the Year by the South Carolina Association of School Administrators; and

Whereas, in the early years of his career, Dr. Ray served as a teacher, coach, and principal in Berkeley County, Georgetown County, and Florence School District One; and

Whereas, from 1976 until 1991, Dr. Ray made a lasting impact on public education while serving in various state administrative positions, including State Coordinator and Consultant of Secondary Schools Accreditation, Chief Supervisor of the Administrators Leadership Academy, and Director of Leadership and School Improvement; and

Whereas, serving as Associate and Assistant Superintendent of Kershaw County Schools from 1991 until 1996 and as Superintendent of Spartanburg School District Three from 1996 until 1999, Dr. Ray returned to the State Department of Education to serve as its Deputy Superintendent for one year in 1999; and

Whereas, coming back to Spartanburg in 2000 to serve again as Superintendent of Spartanburg School District Three, Dr. Ray has led public schools in his district to countless successes; and

Whereas, recognized for his longstanding service to his profession, Dr. Ray was named a 2004 recipient of the coveted William B. Hartley award for contribution to public education; and

Whereas, in 2004, the American Association of School Administrators awarded him with one of eighteen Presidential Technology Awards, and in the same year, E-School News selected him as one of ten superintendents from two thousand nominees to receive its Tech-Savvy Superintendent Award; and

Whereas, Dr. Ray proudly represented the State of South Carolina in the National Superintendent of the Year Competition, held in March 2007, in New Orleans, Louisiana; and

Whereas, having come up through the ranks from the classroom to administration on both local and state levels, Dr. Ray has a keen understanding and heightened awareness of all facets of the educational process and has created a foundation of mutual respect and unified purpose with his teachers and staff at all levels; and

Whereas, the members of the South Carolina General Assembly are pleased to have this opportunity to recognize Dr. Jim Ray for his many accomplishments which have contributed immeasurably to the children and the future of South Carolina. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, recognize and honor Dr. Jim Ray of Spartanburg County for his outstanding contributions to South Carolina public schools and congratulate him on being named the `2007 South Carolina Superintendent of the Year.

Be it further resolved that a copy of this resolution be forwarded to Dr. Jim Ray.
