A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR FRANCES DIX HILL OF SUMTER COUNTY FOR HER OUTSTANDING CONTRIBUTIONS TO HER FAMILY, FAITH, AND COMMUNITY, AND TO CONGRATULATE HER ON BEING NAMED TO THE WOMEN'S HONOR ROLL OF SUMTER COUNTY.

Whereas, a native of Sumter, Frances Dix Hill graduated from Lincoln High School and attended Northeastern University in Boston, Massachusetts; and

Whereas, a strong and firm believer in the Methodist Church, Mrs. Hill received her lay speaker certification from the United Methodist Church in April 1971, and became a certified lay speaker for the South Carolina United Methodist Conference in 1997; and

Whereas, a faithful member of Mount Zion United Methodist Church, Frances serves as lay leader, Chairwoman of the Communion Stewardess Board, secretary of the local United Methodist Women Unit, and Secretary for the Church Board and Society; and

Whereas, within the South Carolina United Methodist Conference, Mrs. Hill serves on the Older Adult Council, the Executive Team for the South Carolina Conference of United Methodist Women, and as chairwoman of the nominating committee for the United Methodist Women; and

Whereas, an exceptional servant of civil duty, Frances Hill devotes considerable time to being a member of the Sumter Civitan Club, the Sumter Police Chief Patty Patterson's Citizens Advisory Board, the Sumter County Empowerment Zone Advisory Board, the United Way Agency Cabinet, and the Interagency Council of the Department of Social Services Adult Treatment Team; and

Whereas, demonstrating her love and concern for others, Mrs. Hill has volunteered as a member on numerous other boards and commissions and participated in countless fund raisers and ministries helping people in need; and

Whereas, Frances Hill's extraordinary talents working with people have made her an invaluable employee at Wateree Community Actions, Inc., in Sumter County, for more than twenty-eight years, where she currently holds the position of program coordinator; and

Whereas, Mrs. Hill is now responsible for the Wateree Community Actions, Inc. Health and Nutrition Projects, and she also coordinates a summer academic camp for children, a youth leadership program, and the Youth Employment Program; and

Whereas, a loving, caring wife, mother, and grandmother, Frances Hill has raised a wonderful family alongside her husband, Retired Command Sergeant Major Anthriest Hill, Sr. Together, they have been blessed with three adoring children, four grandchildren, and two great-grandchildren; and

Whereas, on March 1, 2007, Sumter Volunteers added Mrs. Hill's name to its prestigious Women's Honor Roll of Sumter County and affixed her name to a plaque that hangs in the lobby of Patriot Hall in recognition of her many contributions to the Sumter community; and

Whereas, Sumter Volunteers established the Women's Honor Roll of Sumter County in 1993, when the group honored twenty women posthumously. Since that time, sixty-one additional women and four women's organizations have been honored with this recognition; and

Whereas, it is with great pride that the members of the South Carolina House of Representatives honor such a fine South Carolina lady for a life spent serving others with such grace and humility. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, recognize and honor Frances Dix Hill of Sumter County for her outstanding contributions to her family, faith, and community, and congratulate her on being named to the Women's Honor Roll of Sumter County.

Be it further resolved that a copy of this resolution be provided to Mrs. Frances Dix Hill.
