A HOUSE RESOLUTION

TO RECOGNIZE AND COMMEND MR. EDWIN P. SHEPARD, OF LANCASTER COUNTY, FOR HIS THIRTY YEARS OF DEDICATED AND DISTINGUISHED SERVICE TO THE STATE OF SOUTH CAROLINA UPON HIS RETIREMENT FROM STATE SERVICE AND AS DIRECTOR OF THE CHESTER COUNTY, FAIRFIELD COUNTY, AND LANCASTER COUNTY DEPARTMENT OF SOCIAL SERVICES, AND TO WISH HIM A REWARDING AND BENEFICIAL RETIREMENT AND MUCH SUCCESS IN HIS FUTURE ENDEAVORS.

Whereas, excellent service is always to be commended, but Mr. Edwin P. Shepard's active, productive service of so many years deserves special accolades; and

Whereas, on May 31, 2007, Mr. Edwin P. Shepard will retire after thirty years of dedicated and distinguished state service and as Director of the Chester County, Fairfield County, and Lancaster County Department of Social Services; and

Whereas, throughout his career with the Department of Social Services, beginning in October 1977, Mr. Shepard has had the opportunity of serving the citizens of South Carolina by holding various significant positions for the agency; and

Whereas, the most notable positions he has held during his tenure are the Child Protective Services Supervisor, the Human Service Program Coordinator, and the Regional Consultant for Child Protection and Coordinator for the Sixth Judicial Circuit. Mr. Shepard is currently the Director for the Chester County, Fairfield County, and Lancaster County Department of Social Services; and

Whereas, Mr. Shepard is a graduate of the University of South Carolina, where he received an Associates Degree in Criminal Justice and a Bachelor of Arts degree in Social Sciences; and

Whereas, he and his wife, the former JoAnna Bailey, have raised three wonderful daughters, Sonya, Page, and Leigh, and they are the proud grandparents of their grandson, Billy; and

Whereas, Mr. Shepard has devoted much of his time to community service throughout his career with the agency by serving on numerous boards; and

Whereas, he has served on the Board of Directors for Christian Services of Lancaster County, the Lancaster County Children's Health and Safety Council, the Board of Directors for Habitat for Humanity, the Board of Directors for the Council on Aging, the Board of Directors for the Red Cross, the Board of Directors for the United Way, and the Board of Directors for the Boys and Girls Club; and

Whereas, Mr. Shepard bravely served and protected his country as an E-5 in the United States Army from July 1968 to January 1972. He has been awarded the Purple Heart, National Defense Service Medal, Vietnam Service Medal, Vietnam Campaign Medal, Combat Infantryman's Badge, and two Overseas Service Bars; and

Whereas, the members of the House of Representatives are proud to honor Mr. Edwin P. Shepard for his indispensable services to the State of South Carolina and Lancaster County for three decades. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, recognize and commend Mr. Edwin P. Shepard, of Lancaster County, for his thirty years of dedicated and distinguished service to the State of South Carolina upon his retirement from state service as Director of the Chester County, Fairfield County, and Lancaster County Department of Social Services, and wish him a rewarding and beneficial retirement and much success in his future endeavors.

Be it further resolved that a copy of this resolution be forwarded to Mr. Edwin P. Shepard.
