A CONCURRENT RESOLUTION

TO CONGRATULATE DR. SHIRLEY STAPLES CARTER ON RECEIVING THE PRESTIGIOUS JOURNALISM ADMINISTRATOR OF THE YEAR AWARD FROM THE SCRIPPS HOWARD FOUNDATION, AND TO HONOR HER OUTSTANDING CONTRIBUTIONS TO JOURNALISM EDUCATION IN SOUTH CAROLINA.

Whereas, celebrating an almost thirty year career in journalism education, Dr. Shirley Staples Carter, one of only a few African-American women to rise to the highest levels of journalism education in the country, is an outstanding asset to the University of South Carolina; and

Whereas, a distinguished educator and administrator in journalism and mass communications before arriving at the University of South Carolina, Dr. Carter was the Director of the Elliott School of Communication at Wichita State University and was the founding chair of mass communications departments at Norfolk State University and the University of North Florida; and

Whereas, Dr. Carter has served as Director of the University of South Carolina's School of Journalism and Mass Communications program for the past four years and has led the program to new heights with her inspiring leadership; and

Whereas, a graduate of Tuskegee University in 1971, she went on to earn a Master of Arts in Journalism from Ohio State University in 1972 and a Doctorate in Journalism Education from the University of Missouri-Columbia in 1987; and

Whereas, a devoted working mother, Dr. Carter takes great pride and joy in her children, Christin and Trey, and her grandson, Craig Carter Becknell; and

Whereas, a founder of the Journalism Leadership Institute for Diversity, which was established to provide training and mentoring to women and people of color seeking careers in journalism and mass communication education administration, Dr. Carter is committed to providing other women and people of color the same opportunities that she feels blessed to have had; and

Whereas, during her tenure, Dr. Carter has spearheaded significant changes in the School of Journalism and Mass Communications, striving for excellence and ensuring the highest quality education; her efforts have included a substantial increase in the number of full-time faculty and other initiatives that have improved faculty-student ratios and interactions, as well as creating additional time and opportunities for faculty research; and

Whereas, nationally recognized for her exceptional talent and dedication to journalism education, Dr. Staples received the Journalism Administrator of the Year award from the Scripps Howard Foundation. The award comes with a $10,000 cash prize and a $5,000 grant to the School of Journalism and Mass Communications; and

Whereas, it is with great pride that the members of the South Carolina General Assembly pause in their deliberations to honor Dr. Shirley Staples Carter for her outstanding leadership and exemplary work in journalism education. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, congratulate Dr. Shirley Staples Carter on receiving the prestigious Journalism Administrator of the Year award from the Scripps Howard Foundation, and to honor her outstanding contributions to journalism education in South Carolina.

Be it further resolved that a copy of this resolution be provided to Dr. Shirley Staples Carter.
