A SENATE RESOLUTION

TO CONGRATULATE LUCAS AND FRANCES DARGAN, OF DARLINGTON COUNTY, ON THE OCCASION OF THEIR NINETIETH BIRTHDAYS, AND TO WISH THEM JOYOUS BIRTHDAY CELEBRATIONS AND MANY MORE YEARS OF HEALTH AND HAPPINESS.

Whereas, the members of the South Carolina Senate are delighted to learn that Lucas and Frances Dargan celebrate their ninetieth birthdays in 2007, Lucas on July 18 and Frances on April 17; and

Whereas, Lucas McIntosh Dargan and Frances Edwards Dargan, he the son of William and Rosa Dargan, she the daughter of Dr. George and Marie Edwards, were both delivered by Dr. Edwards at their births not long after the dawn of the twentieth century, and as that century and the beginnings of the twenty-first century have brought incredible changes and developments to this nation, the Dargans have witnessed nearly all of them together; and

Whereas, lifelong friends, together they grew up and attended the public schools of Darlington. They graduated with the 1934 class of St. John's High School and pursued further education, with Lucas earning his bachelor's degree in forestry from Utah State College in 1938 and Frances her degree in education from Winthrop College the same year; and

Whereas, upon completion of his education, Lucas began a career with wildlife organizations, leaving his Colorado Game and Fish Department wildlife population and habitat studies to work with the U.S. Fish & Wildlife Service in Maryland. While there, he was called to active duty during World War II and served for four years with the U.S. Navy aboard a naval destroyer and cruiser. After his discharge, he returned home to Darlington and opened his own forestry consulting business, which he maintained for over fifty years; and

Whereas, having published numerous articles on forestry-related topics and served as commissioner of the South Carolina Water Resources Commission, as a member of the South Carolina Governor's Advisory Council on Natural Resources, and in several other such positions, he is often quoted for his exceptional knowledge of forestry and natural-resource matters; and

Whereas, when Frances finished college, she embarked on her teaching career in Brunson, later teaching in Conway before returning to her native Darlington; and

Whereas, Lucas and Frances entered into holy matrimony on October 23, 1948, the Lord blessing this union with four daughters, Jacquelyn C. Adams, Amanda D. Zeitlin, Sarah D. Cornejo, and Rosa D. Powers, nine grandchildren, and three great-grandchildren; and

Whereas, as her children arrived, Frances entered into motherhood with enthusiasm and served as a Girl Scout troop leader for many years. A sixty-five-year veteran of camellia cultivation, she is a certified flower show judge and frequently has been called on to decorate for weddings and other events; and

Whereas, presently residing at Longleaf Farm near Mechanicsville, the Dargans worship at St. Matthews Episcopal Church. Lucas, well known for his genealogical expertise, is a member of the St. Andrew's Society of Columbia, as well as a number of local, state, and national historic societies. Not to be outdone by her husband in staying vitally interested in life, Frances, a much-admired hostess, finds time to participate in the Over the Teacups book club, the century-old Homestead Club, and the National Society of Colonial Dames. With Lucas, she enjoys membership in various historic societies; and

Whereas, the Senate is proud to honor this truly special couple at the celebration of their ninetieth birthdays and joins with their family and friends in congratulating them on reaching this extraordinary milestone. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, congratulate Lucas and Frances Dargan, of Darlington County, on the occasion of their ninetieth birthdays, and wish them joyous birthday celebrations and many more years of health and happiness.

Be it further resolved that a copy of this resolution be presented to Lucas and Frances Dargan.
