Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:

Our thought for today is from Jeremiah 33:2: "This is what the Lord says, he who made the earth, the Lord who formed it and established it, the Lord is his name. Call on me and I will answer you and tell you great and unsearchable things you do not know."
Let us pray. O Lord, we claim a promise You gave to Your children of old, "I will never leave you nor forsake you." Our task is great, let us go with confidence, sharing the helpfulness that each of us can give to the other and all trusting that You will lead us. Bless our Nation, President, State, Governor, Speaker and all who serve and labor in these halls of government. Protect from harm our defenders of freedom as they protect us. In the name of our Lord. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of Friday, the SPEAKER ordered it confirmed.

That Palmetto Boys State is authorized to use the chambers of the House of Representatives and the Senate on Friday, June 15, 2007, from 12:00 noon to 1:00 p.m. for its annual State House meeting. If either House is in statewide session on this date or its chamber is otherwise unavailable, that chamber may not be used.

Be it further resolved that the State House security forces shall provide assistance and access as necessary for this meeting in accordance with previous procedures.

Amend the bill, as and if amended, by striking Sections 31-20-20, 31-20-30, 31-20-60, and 31-20-70, as contained in SECTION 2, beginning on page 2 and inserting:
/ Section 31-20-20.   As used in this chapter:

(1)   'Abandoned manufactured home' means a manufactured home, located on property of a third party, which has not been occupied for a period of at least sixty consecutive days and:

(a)   is not connected to electricity;

(b)   is not connected to a source of safe potable water supply sufficient for normal residential needs;

(c)   is not connected to a waste water disposal system as approved by the South Carolina Department of Health and Environmental Control; or

(d)   is in a state of disrepair and does not meet the minimum habitability standards as adopted by the South Carolina Manufactured Housing Board.

(2)   'Demolished' means being permanently destroyed so that a manufactured home is no longer capable of being used or occupied for any purpose.

(3)   'Landowner' means the owner of real property on which an abandoned manufactured home is located.

(4)   'Manufactured home' has the meaning provided in Section 40-29-20(9).

Section 31-20-30.   If a landowner desires to dispose of an abandoned manufactured home located on the landowner's property, the landowner shall post a notice on each door of the manufactured home for sixty consecutive days reading substantially as follows:
'NOTICE
Disposition/Demolition Permit for this mobile home to be applied for by (applicant), (applicant's address), (applicant's telephone number), sixty days from the date of this notice.
(Date of Notice)'

Section 31-20-60.   The owner of the manufactured home and any lienholder have sixty days to respond, after the later of (1) the posting of the notice pursuant to Section 31-20-30 or (2) the mailing of the notice by certified mail, return receipt requested. If none of the persons or entities entitled to receive notice responds within that time, the landowner may demolish the manufactured home and dispose of it without incurring any liability to the owner or the lienholder, unless the value of the manufactured home exceeded five thousand dollars on the

date of disposal and the landowner was grossly negligent in disposing of the manufactured home.

Section 31-20-70.   (A)   Upon application by a landowner for a permit to move an abandoned manufactured home pursuant to this article, the county shall inspect the home to verify that the home meets the requirements of Section 31-20-20(1) and shall provide written verification to the licensing agent who shall retain a copy of the verification. The licensing agent shall issue a permit allowing the abandoned manufactured home to be permanently demolished and disposed of. The licensing agent is not required to inquire as to whether or not the landowner has complied with the requirements of this chapter. /

The Lieutenant Governor recognized our special guests and then introduced Mr. Paul A. Morin, the National Commander of the American Legion who gave the following remarks:

"Greetings, Lt. Governor Bauer. I thank you for that wonderful introduction. I do appreciate your kind words. I'm glad to be here and I thank you for the opportunity to speak to you today. Before I begin, let me take a moment to introduce members of the American Legion family who are with me today. The Commander of the South Carolina American Legion, John O. Dellinger, from Rock Hill, South Carolina. The National Executive Committeeman for the American Legion of South Carolina, R. M. Singletary of Cross, South Carolina. Most noteworthy is the South Carolina Office of Veterans Affairs, which works closely with the state's 46 County Veterans Affairs Offices, to provide federal and state veterans' benefits to South Carolina's 413,500 veterans. And I understand that in July 2006, they celebrated the opening of the state's third veterans' nursing home, a $28,000,000, 126,000 square foot, 220-bed state-of-the-art facility in Walterboro. Also, in the spring of 2007, they will open a new $5,183,850 state veterans' cemetery in Anderson. These achievements clearly demonstrate that the people of South Carolina are continuing to move forward in providing service and care for our veterans from all wars. On behalf of all those proud Americans, I say 'thank you.' You are making a difference in the lives of our men and women in our armed forces by providing services that they and their families need. Today, the 2.7 million members of the American Legion continue to be at the forefront of efforts to improve the quality of life for this nation's newest veterans, those who are serving today in the war on terror.
In 2001, we initiated the American Legacy Scholarship Fund, which enables children of military personnel killed on active duty to receive money toward a college education. I want to thank all South Carolinians who have contributed to the American Legion's American Legacy Scholarship Fund for the children of our fallen heroes. Regrettably, over 3,000 Americans have died since the war began. Many leave behind young children who deserve the right to an education that their hero parent will never be there to provide. Thanks to the generosity of many South Carolinians, these kids will get the chance they deserve. Tax-deductible contributions ensure their future. I am proud to say that every single penny contributed goes directly into the scholarship fund. The American Legion absorbs all administrative costs. I hope that you will continue to spread the word. It's the least we can do for these heroic Americans who gave all they could.
Through our latest program, 'Heroes to Hometowns,' the American Legion provides direct assistance to severely injured service members when they return to their hometowns. Legion posts do this by working with the community to set up a support network and coordinating resources, such as child care, temporary housing, adapting homes or

vehicles and financial aid, before a service member returns home. We are making our voices heard on Capitol Hill regarding the proposed 2007 VA budget, which was released earlier this month. My friends, this budget will simply not do the job. The American Legion stands firm in its position that the only way VA health care can avoid annual shortages and broken promises is by changing the funding formula. Mandatory or assured funding will keep all veterans who earned VA care in the system. VA health care must be funded on a dollars-per-veteran basis, indexed annually for inflation, with the ability to bill Medicare for reimbursement.
Legion family members, all the members of this gathering and the good people of South Carolina should urge their members of Congress to support assured funding for VA health care and to allow every eligible veteran seeking VA care to receive that care. I also ask for your support and involvement in our Resolution 169, 'Support the Troops.' This is a grand initiative where we use every communication tool available to us to tell America about the outstanding service to God and country of our fighting men and women in uniform. Whether it's sponsoring welcome home receptions, assisting the military family while the spouse is away fighting for freedom, or going on local and national television to tell America about the wonderful job our troops are doing, the American Legion is making Resolution 169, 'Support the Troops,' a way of life for our members.
I know that ten percent of those serving in our armed forces today - Active Duty, National Guard and Reserves - are from this sovereign State of South Carolina. So, the opportunities to get involved in our, 'Support the Troops,' resolution are plentiful here in South Carolina. Again, my deepest appreciation for all that you do for our veterans. 'Veterans helping veterans' is what it's all about. And if any of you happen to be a wartime veteran, I just happen to have American Legion application forms in my pocket. I thank you for all that you do for God and country."

Upon conclusion of his address, the National Commander and his escort party retired from the Chamber.

JOINT ASSEMBLY RECEDES

The purpose of the Joint Assembly having been accomplished, the PRESIDENT announced that under the terms of the Concurrent Resolution the Joint Assembly would recede from business.
The Senate accordingly retired to its Chamber.
