Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:

Our thought for today is from Isaiah 40:31: "They that wait upon the Lord shall renew their strength; they shall mount up with wings like eagles, they shall run and not be weary; they shall walk and not faint."
Let us pray. O Lord, our Lord, how excellent is Your name in all the earth. Thank You for preserving us during the last year and renewing our strength, courage, and integrity as we begin a new year in service to You and the people of this State. Instill in each the will, the desire, and the courage to do what needs to be done. Bless our Nation, President, Governor, State, Speaker, and this Honorable Assembly as we do Your will. Protect our defenders of freedom at home and abroad as they protect us. In the name of the Lord our God. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of Friday, August 3, 2007, the SPEAKER ordered it confirmed.

I have recently been offered a full-time position with the Lowcountry Graduate Center, and believe that accepting it is in the best interest of my family and me.

Whereas, a recent study by the University of South Carolina, School of Library and Information Science reported that every dollar invested in our public libraries results in a return investment of $4.48. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That January 31, 2008, be declared "Public Library Appreciation Day" in South Carolina.

Be it further resolved that the people of South Carolina avail themselves of the many rich services provided by our public libraries to meet their educational, informational, and recreational needs.

Whereas, Bonnie worked for twelve years at the State Tax Commission and twenty-two years at Legislative Printing, Information and Technology Systems, totaling thirty-four years of dedicated service; and

Whereas, possessing expertise in administrative and fiscal management, Bonnie functioned and thrived as a thorough, accurate, and meticulous public servant; and

Whereas, having developed a respectful and keen understanding of the legislative institution and process early in her career, Bonnie served as a trusted advisor on policy, strategy, and protocol; and

Whereas, a true and trusted friend to her co-workers, Bonnie has often provided office entertainment with tales of her many domestic mishaps and attempts at hobbies and projects that went awry; and

Whereas, a loving wife, daughter, mother, grandmother, sister, friend, and feline custodian, Bonnie will care for her family and friends upon her retirement; and

Whereas, while Legislative Printing, Information and Technology Systems will certainly be at a loss without her, Bonnie has left an indelible mark on South Carolina state government that will not soon be forgotten. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, recognize and honor Bonnie Harris for her selfless service to her fellow South Carolinians during her illustrious career in South Carolina state government and wish her every happiness upon her retirement.

Be it further resolved that a copy of this resolution be presented to Bonnie Harris.

STATEMENT FOR THE JOURNAL

I am writing today to request an excused absence for January 8-9, 2008. In my three years in this body, this is the first occasion when such an absence has been necessary and I regret that I will not be able to join my colleagues for the opening days of this year's session.

It is an honor and a privilege to devote much of my time to serve the people of House District 71. Unfortunately, a Regional Organizational Meeting for Wachovia, my employer, has been scheduled for the first two days of our legislative session and my attendance is required.

I also want to take this occasion to recognize the families and co-workers of those of us who serve in elective office. It is only through their support and assistance, in both professional and household responsibilities, that any of us are able to dedicate ourselves to serving our communities and our State.

I look forward to getting back to work in Columbia on Thursday, January 10, 2008.

Whereas, Sergeant Henry Odell Stalvey, Jr., was born on September 9, 1948, the eighth of ten children to Henry Odell Stalvey, Sr., and Cecil Chestnut Stalvey in the Red Bluff Community of Horry County; and

Whereas, Sergeant Stalvey was a farmer prior to joining the Horry County Police Department on May 2, 1977; and

Whereas, he was promoted to corporal on March 7, 1984, and to the rank of sergeant on November 14, 1984; and

Whereas, Sergeant Stalvey received the Horry County Police Officer of the Year Award on December 19, 1984, for his outstanding service as a law enforcement officer; and

Whereas, tragically, he lost his life in the line of duty on September 12, 1986, leaving five sons and the citizens of Horry County to mourn his loss; and

Whereas, it is fitting and proper for the members of the General Assembly to pay a lasting tribute to this fallen hero by having a road in his native Horry County named in his honor. Now, therefore,
