The House assembled at 12:00 noon.
Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:

Almighty God, guide these men and women with Your power to make the right choice, the right decision, and to do Your will, O Lord, and meet the real needs at hand. Help these Representatives to think and do with conviction what needs to be done. Guide us by Your spirit in the deliberations of this day. Grant Your gracious favor upon our Nation, State, all her leaders. Protect our defenders of freedom at home and abroad as they protect us. Hear us as we pray, O Lord. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of Wednesday, June 25, the SPEAKER ordered it confirmed.

MOTION ADOPTED

Rep. SCARBOROUGH moved that when the House adjourns, it adjourn in memory of Nancy Hawk of Charleston, which was agreed to.

Rep. COOPER moved that H. 5300, the 2008-2009 Rescission Bill, be set for Special Order on Tuesday, October 21, 2008, immediately after roll call and continue every day thereafter until given second reading, which was agreed to.
