To whom was referred a Joint Resolution (S. 1182) to establish a study committee to study the feasibility and benefits of the construction, operation, and maintenance of transportation infrastructure through the utilization, etc., respectfully

A JOINT RESOLUTION

TO ESTABLISH A STUDY COMMITTEE TO STUDY THE FEASIBILITY AND BENEFITS OF THE CONSTRUCTION, OPERATION, AND MAINTENANCE OF TRANSPORTATION INFRASTRUCTURE THROUGH THE UTILIZATION OF PUBLIC PRIVATE PARTNERSHIPS AND VENTURES AND TO PROVIDE FOR THE OPERATIONS OF THE STUDY COMMITTEE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    A study committee is established to study the feasibility and benefits of the construction, operation, and maintenance of roads, streets, highways, bridges, and tunnels through the utilization of public private partnerships and ventures.

(B)    The study committee must be composed of eight members. For the Senate, the Chairman of the Senate Transportation Committee shall appoint two members, the Chairman of the Senate Finance Committee shall appoint one member, and the President Pro Tempore shall appoint one member. For the House of Representatives, the Chairman of the House Education and Public Works Committee shall appoint two members, the Chairman of the Ways and Means Committee shall appoint one member, and the Speaker of the House of Representatives shall appoint one member.

(C)    Any vacancies in the membership of the study committee must be filled in the manner of original appointment.

(D)    The study committee shall file a report of its findings and recommendations to the President Pro Tempore, Chairman of the Senate Transportation Committee, the Speaker of the House of Representatives, and the Chairman of the House Education and Public Works Committee no later than February 2, 2009, at which time the study committee is dissolved.

(E)    The Chairman of the Senate Transportation Committee and the Chairman of the House Education and Public Works Committee shall provide staffing for the study committee.

(F)    Notwithstanding the provisions of Section 8-13-770 of the 1976 Code, members of the General Assembly may be appointed to serve on the study committee.

(G)    Members of the study committee may receive per diem, subsistence, and mileage as provided by law.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
