A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR DR. PHINNIZE J. FISHER OF GREENVILLE COUNTY, AND TO CONGRATULATE HER FOR BEING SELECTED THE 2011 SUPERINTENDENT OF THE YEAR.

Whereas, the members of the South Carolina House of Representatives are pleased to learn that Dr. Phinnize J. Fisher has been recognized as the Superintendent of the Year by the South Carolina Association of School Administrators (SCASA); and

Whereas, passionate about public education and high-quality opportunities for children, she will represent South Carolina next year in the National Superintendent of the Year competition; and

Whereas, established in 1988, the National Superintendent of the Year program honors school administrators based on academic leadership, communication skills, professionalism, and community involvement; and

Whereas, a native of Virginia, Dr. Fisher began her college career at St. Paul's College in Virginia, earned a bachelor's degree in 1969, and completed a master's degree in education in 1972; and

Whereas, she began her lifelong career as an educator in 1969, teaching in New Jersey, and she served as assistant superintendent and principal in Montgomery County Schools in Maryland; and

Whereas, she earned a doctoral degree in 1984 and completed post-graduate studies at the University of California Los Angeles and at the University of Utah; and

Whereas, she joined Greenville County Schools in 1996 as the assistant superintendent of middle school education, then served as deputy superintendent and chief of staff, and was named superintendent in 2004; and

Whereas, she has led the district through national accreditation, the completion of seventy schools in the BEST Building Plan, the implementation of a wider range of learning choices in the district, and the creation of the Greenville County Schools Foundation; and

Whereas, focusing consistently on the success of children in Greenville County, she has balanced the budget of the largest school district in South Carolina without placing economic burden on schools and teachers; and

Whereas, another accomplishment during her six years as superintendent is the opening this fall of the A. J. Whittenberg School of Engineering, the first elementary school in the State with a comprehensive engineering curriculum for all students; and

Whereas, a lifelong member of the NAACP, she serves on the board for the United Way of Greenville and was named Public Servant of the Year by the Boys and Girls Club of Greenville; and

Whereas, she serves as a trustee for Spartanburg Methodist College, on the board of commissioners for Greenville Technical College, on the South Carolina Superintendents Roundtable, and on the executive board of SCASA; and

Whereas, the members of the South Carolina House of Representatives are grateful for the dedication of Dr. Phinnize J. Fisher and for the pride and recognition she has brought to her community and to our State. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Dr. Phinnize J. Fisher of Greenville County, and congratulate her for being selected the 2011 Superintendent of the Year.

Be it further resolved that a copy of this resolution be presented to Dr. Phinnize J. Fisher.
