A CONCURRENT RESOLUTION

TO CONGRATULATE MR. CHARLES LEE YOUNG IN FLORENCE, SOUTH CAROLINA, UPON HIS RETIREMENT FROM CIRCLE PARK BEHAVIORAL HEALTH SERVICES.

Whereas, Mr. Charles Lee Young, Chief Executive Officer, will retire from Circle Park Behavioral Health Services on June 30, 2009; and

Whereas, Mr. Young's career spanned forty-one years of alcohol and drug abuse program management, including thirty-six years as CEO of Circle Park Behavioral Health Services and five years as Director of Palmetto Center; and

Whereas, starting in 1973 as Circle Park's first employee, Mr. Young provided leadership for the development of Circle Park's comprehensive alcohol and drug abuse treatment and prevention system that includes outpatient and intensive outpatient treatment, family services, diversion programs, employee assistance programs, a drug testing laboratory, prevention services, the Chrysalis Center for Women, and the Circle Park Recovery Residence; and

Whereas, Circle Park was selected by the Bruce Hospital System to provide management and treatment services for the Bruce Hall Addictions Treatment Center, the State's first public-private inpatient facility; and

Whereas, during his tenure, Circle Park initiated the first Alcohol-Drug Safety Action Program (ADSAP) in South Carolina other than the federally funded project in Richland County, the first School Intervention Program (ScIP) in 1977, a program that subsequently spread statewide, the Parent and Child Transitions Program (PACT) for divorcing parents replicated in seventeen other counties including one in Michigan, the S.C. Teen Institute for Alcohol and Drug Abuse Prevention, the Florence County Coalition for Alcohol and Other Drug Abuse Prevention, and Circle Park was selected as one of three sites in the nation for alcohol-related Trauma Research Project pioneering environmental and policy-based prevention methodology in S.C.; and

Whereas, Circle Park developed the Rotarians in Drug Deterrence Education (RIDDE) Program, which received international recognition by Rotary International and by the J.C. Penny Golden Rule Award; and

Whereas, under his leadership, Circle Park maintained the highest level of National Accreditation for eighteen consecutive years and received numerous awards for program quality. Mr. Young was actively involved and held leadership positions in many state and local organizations. He served as President of the S.C. Addictions Treatment System, the S.C. Council of Alcohol and Drug Abuse Authorities, and two terms as President of the Behavioral Health Association of S.C., Inc. He was appointed by Governor Hodges to the Governor's Council on Substance Abuse Prevention, and was a Trustee for the S.C. Partnership for Alcohol and Drug Abuse Prevention; and

Whereas, he has been a member of the Florence West Rotary for twenty-eight years holding offices of president, secretary, and treasurer. He served as Assistant Governor - District 7770 under three different governors and as District Director of Programs for two years; and

Whereas, Mr. Young served on the faculty of the Southeastern School on Alcohol and Other Drug Studies for twenty-three consecutive years, the S.C. School on Alcohol and Other Drug Studies for twenty years, and the Leadership Institute of the Southeast Addiction Technology Transfer Center at Morehouse School of Medicine. He also taught a graduate course on substance abuse at Francis Marion University; and

Whereas, Mr. Young served as secretary, treasurer, and chair of the Pee Dee Regional Council of Alcohol and Drug Abuse Authorities, and chaired the Detoxification Planning Committee and the Awards Committee. He is past president of the Florence County Association of Human Services; and

Whereas, he has been frequently sought as a speaker for various functions and has made numerous presentations at national and international conferences including the South American School of Alcohol Drug Studies in Colombia, South America, and the Alcohol and Drug Programs Association annual meetings in Seattle, Washington; Toronto, Canada; and Washington, D. C.; and

Whereas, he was a member of the Advisory Board, Southeast Addiction Technology Transfer Center, Morehouse School of Medicine, has been a member of the Governor's Youth Council for the 12th Judicial Circuit since 1991 and chaired its Juvenile Drug Court Planning Task Force, the work of which resulted in the creation of the area's first juvenile drug court; and

Whereas, awards he has received include Outstanding Employee of the Year (1972), S.C. Rehabilitation Department; Recipient, "S.C. Treatment Program of the Year Award," on behalf of the Florence County Commission on Alcohol and Drug Abuse, presented by the South Carolina Commission on Alcohol and Drug Abuse (1985); Recipient, "S.C. Alcohol and Drug Abuse Outstanding Program of the Year Award" (1986); Recipient, "Presidential Citation for Outstanding Service," Florence West Rotary Club (1993); Recipient, "Distinguished Service Award," S.C. Teen Institute for Alcohol and Other Drug Abuse Prevention (1994); Recipient, "Rotarian of the Year Award" Florence West Rotary Club (1994); Recipient, "Silver Mace Award for Leadership," Pee Dee Council of Alcohol and Other Drug Abuse Authorities (1994); and Recipient, "James D. Welsh Award," S.C. Public Health Association (2009). Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the Senate, by this resolution, congratulate Mr. Charles Lee Young upon his retirement from Circle Park Behavioral Health Services.

Be it further resolved that a copy of this resolution be forwarded to Mr. Charles Young.
