A JOINT RESOLUTION

TO ESTABLISH THE STATE ENTERPRISE AND ECONOMIC DEVELOPMENT STRATEGIES TASK FORCE TO EXAMINE SOUTH CAROLINA'S ABILITY TO COMPETE IN THE 21st CENTURY GLOBAL ECONOMY IN AN EFFORT TO IMPROVE THE STANDARD OF LIVING FOR RESIDENTS, ENHANCE THE STATE'S BUSINESS CLIMATE, AND STIMULATE JOB GROWTH AND CREATION.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    There is established the State Enterprise and Economic Development Strategies (SEEDS) Task Force. The task force shall examine South Carolina's ability to compete in the 21st Century global economy in an effort to improve the standard of living for residents, enhance the State's business climate, and stimulate job growth and creation.

(B)    The task force is composed of eleven members. The members must be appointed as follows:

(1)    one member appointed by the Senate President Pro Tempore;

(2)    one member appointed by the Chairman of the Senate Finance Committee;

(3)    one member appointed by the Chairman of the Senate Labor, Commerce and Industry Committee;

(4)    one member appointed by the Senate Minority Leader;

(5)    one member appointed by the Speaker of the House of Representatives;

(6)    one member appointed by the Chairman of the House Ways and Means Committee;

(7)    one member appointed by the Chairman of the House Labor, Commerce and Industry Committee;

(8)    one member appointed by the House Minority Leader;

(9)    two members appointed by the Governor; and

(10)    the Secretary of the Department of Commerce, or his designee, to serve ex-officio.

(C)    Members of the task force must:

(1)    not be a current member of the General Assembly or have served in the General Assembly within the last five years;

(2)    have substantial academic or professional experience in business, economics, economic development and recruitment, public finance, government budgeting or administration, or related experience; and

(3)    not be a registered lobbyist.

(D)    Any vacancy on the task force must be filled in the same manner as the original appointment.

(E)    Initial appointments to the task force shall be made within thirty days of the enactment of this joint resolution. The initial meeting of the task force shall be convened by the appointee of the Senate President Pro Tempore.

(F)    The task force shall elect a chairman from among its members.

(G)    Members of the task force shall serve without mileage, per diem, and subsistence.

(H)    The task force is authorized to solicit and accept private and public donations and grants. Funds received by the task force are to be held and accounted for by the Budget and Control Board. The funds received by the task force shall be used to pay for the administrative costs of the task force.

(I)    In fulfilling the charge contained in subsection (A), the task force shall:

(1)    review competitiveness issues related to the State's incentives used to attract, nurture, and grow businesses;

(2)    examine issues related to regulation and permitting of businesses that would enhance South Carolina's ability to attract industry;

(3)    assess the State's physical infrastructure, skill of its human capital, or workforce, and ability to provide business innovation and determine strategies for improvement;

(4)    study economic development and recruitment initiatives in other states to develop measures to be implemented in South Carolina;

(5)    survey large and small businesses inside and outside South Carolina and determine any deficiencies in the State's efforts to attract industry, to include assessing all economic development projects; and

(6)    explore any issues of regional competitiveness within the State and make recommendations to bring the entire State on level playing field as it relates to economic development and recruitment.

(J)    The task force shall exist for two years unless otherwise authorized by the General Assembly.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
