A JOINT RESOLUTION

TO PROVIDE THAT THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL, DIVISION OF EMERGENCY MEDICAL SERVICES SHALL CEASE ISSUING NEW AMBULANCE SERVICE LICENSES UNTIL THE DEPARTMENT HAS THE NECESSARY PERSONNEL TO ENFORCE EXISTING LICENSURE REQUIREMENTS AND TO FURTHER PROVIDE THAT THE DEPARTMENT MAY ISSUE A NEW EMERGENCY 911 LICENSE IF A COUNTY NEED EXISTS DUE TO NONAVAILABILITY OF 911 MEDICAL SERVICES COVERAGE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Notwithstanding any other provision of law, the Department of Health and Environmental Control, Division of Emergency Medical Services shall cease issuing new ambulance service licenses until the department has the necessary personnel to enforce existing licensure requirements. However, the department has the authority to issue a license to a new emergency 911 provider if a demonstrated county emergency need exists due to nonavailability of 911 emergency medical services coverage as determined by the Division of Emergency Medical Services.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
