A CONCURRENT RESOLUTION

TO RECOGNIZE AND HONOR DR. JOHN C. STOCKWELL, CHANCELLOR OF THE UNIVERSITY OF SOUTH CAROLINA UPSTATE, UPON THE OCCASION OF HIS RETIREMENT, AND TO WISH HIM CONTINUED SUCCESS AND HAPPINESS IN ALL HIS FUTURE ENDEAVORS.

Whereas, the members of the South Carolina General Assembly are pleased to learn that Dr. John C. Stockwell will begin a much-deserved retirement on July 31, 2011, after seventeen years as chancellor of the University of South Carolina Upstate; and

Whereas, he earned a bachelor's degree from Cedarville College, a master's degree and a doctorate from Bowling Green State University, and is an alumnus of the Harvard University Institute for Educational Management; and

Whereas, before his arrival in Spartanburg, Dr. Stockwell served as provost and chancellor of the University of Wisconsin-Parkside; dean of the School of Arts and Sciences at the State University of New York-Cortland; chair of the Department of Speech and Theatre at Indiana State University; and director of theatre at California State University Northridge; and

Whereas, under his leadership at the University of South Carolina Upstate, enrollment has doubled to almost five thousand five hundred, and the school has experienced a growth in academic reputation, capital development, and public and private partnerships; and

Whereas, the enrollment of minority students now exceeds thirty percent, and sixty nations are represented in the campus community; and

Whereas, Dr. Stockwell's commitment to the Spartanburg community includes chairing the "Ten at the Top" Vision & Values Committee and serving on the board of trustees of the Arts Partnership of Greater Spartanburg, on the cabinet of the Community Indicators Project, on the board of directors of both College Hub and Children's Service Alliance, and on the board of the Spartanburg Area Chamber of Commerce; and

Whereas, he served as the chair of the board of directors of the Spartanburg Area Chamber of Commerce in 2009, and he was the founding chair of the "Spartanburg County Compact," a plan to increase the rate of baccalaureate degrees earned county wide by adults by forty percent by the year 2030; and

Whereas, the Quality Forum of South Carolina honored him with the Milliken Medal of Quality 2010, he is a Paul Harris Fellow for the Rotary Club of Spartanburg, and he received the 2002 Urban League of the Upstate Humanitarian of the Year Award and the State of South Carolina's Order of the Silver Crescent in 2002; and

Whereas, he and his wife, Dr. Diane Vecchio, a professor of history at Furman University, have four adult children and two grandchildren; and

Whereas, the members of the South Carolina General Assembly gratefully acknowledge the outstanding leadership that Dr. John C. Stockwell has provided to the University of South Carolina Upstate and wish him many years of prosperity in his well-earned retirement. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, recognize and honor Dr. John C. Stockwell, chancellor of the University of South Carolina Upstate, upon the occasion of his retirement, and wish him continued success and happiness in all his future endeavors.

Be it further resolved that a copy of this resolution be provided to Dr. John C. Stockwell.
