VERSIONS OF THIS BILL
EXTENDING THE SYMPATHY OF THE MEMBERS OF THE SOUTH CAROLINA HOUSE OF REPRESENTATIVES TO THE FAMILY AND MANY FRIENDS ON THE PASSING OF THE HONORABLE FRAMPTON WYMAN TOOLE, JR., OF AIKEN.
Whereas, the members of the House of Representatives were saddened to learn of the passing on July 10, 2011, of the Honorable Frampton Wyman Toole, Jr., of Aiken; and
Whereas, Frampton W. Toole, Jr., a native and lifelong resident of Aiken, attended the Aiken Institute and graduated from Aiken High School, earning the Eagle Scout award along the way, and earned his A. B. degree from the University of South Carolina in 1943; and
Whereas, immediately on his college graduation, he was commissioned an ensign in the United States Navy, serving primarily in the Pacific Theater of Operations, rising to the rank of lieutenant commander and serving thirty-two months of sea duty by the end of his tour of active duty and thereafter served in the United States Naval Reserve; and
Whereas, on completing his active service, he entered the Harvard Law School, earning his J. D. degree in 1949, and returned to practice law in Aiken in the firm of Toole and Toole, alongside his father and brother; and
Whereas, a lifetime devotion to community and public service was reflected in his service in the South Carolina House of Representatives for four years, having been elected in 1952, and for an additional four years from 1962 to 1966. In 1966, he was elected to the South Carolina Senate where he served for two years; and
Whereas, after his legislative service, he was elected to serve on the Board of Trustees of the University of South Carolina, a position he occupied with distinction for eleven years, including membership on the board's Executive Committee. On retirement from the board, he was made Trustee Emeritus; and
Whereas, in his home community of Aiken, he served from 1960 through 1962 as city solicitor, was active in and past president of both the Aiken Chamber of Commerce and the Aiken Rotary Club and served in many other civic organizations; and
Whereas, he was a member of the First Presbyterian Church of Aiken, where he served as deacon and a trustee and a past member of American Legion Post No. 77; and
Whereas, he is survived by his beloved wife, Betty McLure Toole, his son, Frampton Wyman Toole III, and grandson, Frampton Wyman Toole IV, all of Aiken, and daughter, Harriet Celeste Toole of Atlanta; and
Whereas, it is appropriate that the members of the South Carolina House of Representatives pause in their deliberations in order to reflect on the accomplishments of this outstanding son of South Carolina and extend their heartfelt sympathy to his family and all those friends whose lives he touched in a long life. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, extend their sympathy to the family and many friends of the Honorable Frampton Wyman Toole, Jr. of Aiken, on his passing.
Be it further resolved that a copy of this resolution be forwarded to Mrs. Betty McLure Toole.
