TO HONOR JAMES HOWARD "JIM" FOSTER FOR HIS TWO DECADES OF DEDICATED SERVICE AS SOUTH CAROLINA DEPARTMENT OF EDUCATION DIRECTOR OF COMMUNICATIONS, TO CONGRATULATE HIM ON HIS NEW POSITION AS DIRECTOR FOR SCHOOL AND COMMUNITY SERVICES WITH THE BEAUFORT COUNTY SCHOOL DISTRICT, AND TO WISH HIM MUCH SUCCESS IN ALL HIS FUTURE ENDEAVORS.
Whereas, having served his State with excellence since 1991, James Howard "Jim" Foster, director of communications for the South Carolina Department of Education, will soon be leaving the post he has filled with such distinction to begin a new time of service as director for school and community services with the Beaufort County School District; and
Whereas, during his tenure with the South Carolina Department of Education, which has spanned four state superintendents of education, Jim Foster has tirelessly directed the department's efforts to keep the state's citizenry abreast of public education's successes, challenges, and needs; and
Whereas, he is the consummate school public-relations professional, respected by local school public-information officers, who on a daily basis have sought his counsel, and he has repeatedly proven his keen ability to work with school leaders of various backgrounds, ideologies, and political affiliations; and
Whereas, another of his trademarks being his special rapport with news reporters, Jim Foster, whether speaking with the media or inquiring citizens, has consistently demonstrated his talent for turning "eduspeak" into plain, convincing language and his understanding of public education's issues; and
Whereas, always willing to assist others, he has often shared his expertise with other state government officials, university journalism and education students, and his counterparts in other states; and
Whereas, Jim Foster is respected by his colleagues for always focusing on the positive, returning the spotlight to education's progress, and serving as the department's "sense of reason," especially in times of crisis. In addition, he has always created an environment of fairness, high expectations, and encouragement among his staff, recognizing the value of each team member and allowing independent professional growth; and
Whereas, through his fine work with the department, he has positively impacted on a yearly basis nearly seven hundred thousand young people and fifty thousand educators in the Palmetto State's public schools; and
Whereas, the Senate, grateful for Jim Foster's unwavering commitment to public education and his numerous contributions to the state's K-12 public schools, takes great pleasure in recognizing his twenty years of service as director of communications for the South Carolina Department of Education, and the members wish him the best as he undertakes his new duties with the Beaufort County School District. Now, therefore,
Be it resolved by the Senate:
That the members of the Senate, by this resolution, honor James Howard "Jim" Foster for his two decades of dedicated service as South Carolina Department of Education director of communications, congratulate him on his new position as director for school and community services with the Beaufort County School District, and wish him much success in all his future endeavors.
Be it further resolved that a copy of this resolution be provided to Jim Foster.
