A HOUSE RESOLUTION

TO CONGRATULATE SAM PHILLIPS, BLANTON PHILLIPS, AND THE ENTIRE PHILLIPS STAFFING ORGANIZATION, ON THE OCCASION OF ITS FORTY-FIFTH ANNIVERSARY, AND TO COMMEND THEM FOR THE COUNTLESS NUMBER OF JOBS PHILLIPS STAFFING HAS CREATED FOR THE CITIZENS OF SOUTH CAROLINA, FOR THE LIVES OF PEOPLE THEY HAVE POSITIVELY IMPACTED, AND FOR THEIR CONTINUED INVESTMENT IN THE GREAT STATE OF SOUTH CAROLINA.

Whereas, Phillips Staffing, a Greenville headquartered company, is now celebrating its forty-five year anniversary; and

Whereas, Chairman and Founder Sam Phillips awoke one morning in 1968, dressed, walked down the hall to his bedroom-turned-office, hung his coat on the back of his chair, and declared Phillips Textile Careers "Open for Business!"; and

Whereas, Phillips Staffing grew from that one-man shop to become the state's leading staffing company, with eleven locations and over 2,500 associates on assignment for clients across South Carolina and the Southeast on any given day; and

Whereas, Sam Phillips revolutionized the staffing industry by having employers, rather than unemployed workers, pay for his services; and

Whereas, although his contemporaries and competitors told him his radical reform would never work, the Phillips' model has become the staple of the staffing industry; and

Whereas, proudly following in Sam's footsteps, his son Blanton Phillips now serves as president and CEO of Phillips Staffing; and

Whereas, today Phillips Staffing provides staffing, professional recruiting, payroll, and consulting services to the manufacturing, logistics, consumer products, aerospace, pharma industries, among many others; and

Whereas, Phillips Staffing is now the state's only private entity certified in the national WorkKeys workforce program in which South Carolina is a pilot site, playing an important role in the development of the state's workforce and strengthening the state's appeal to prospective employers, greatly benefiting economic development efforts; and

Whereas, Sam and Blanton Phillips were instrumental in recruiting minor league professional baseball to Greenville and have dedicated time and effort to support civic groups, including the Meyer Center and Boy Scouts of America; and

Whereas, Sam, Blanton, and the Phillips Staffing team derive their greatest satisfaction from positively impacting the lives of South Carolinians every day. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, congratulate Sam Phillips, Blanton Phillips, and the entire Phillips Staffing organization on the occasion of its forty-fifth anniversary, and commend them for the countless number of jobs Phillips Staffing has created for the citizens of South Carolina, for the lives of people they have positively impacted, and for their continued investment in the great State of South Carolina.

Be it further resolved that a copy of this resolution be provided to Mr. Sam Phillips and Mr. Blanton Phillips.
