A HOUSE RESOLUTION

TO HONOR AND CONGRATULATE LYMAN TOWN COUNCILWOMAN DAISY CARTER FOR HER MANY YEARS OF OUTSTANDING PUBLIC SERVICE TO THE PEOPLE OF LYMAN AND THE STATE OF SOUTH CAROLINA AS SHE RETIRES FROM TOWN COUNCIL WHEN HER CURRENT TERM EXPIRES AND TO WISH HER MUCH SUCCESS AND FULFILLMENT IN ALL HER FUTURE ENDEAVORS.

Whereas, it is with great pleasure that the members of the South Carolina House of Representatives honor individuals who give of their time and resources for the good of others; and

Whereas, Lyman Town Councilwoman Daisy Carter has contributed twenty years of valuable public service to the citizens of the Palmetto State and is thereby worthy of praise; and

Whereas, raised in Jonesville, Virginia, the young Daisy attended Lincoln Memorial University in Harrogate, Tennessee. After graduation in 1956, she taught primary school in rural Virginia, where most of her students were the children of coal miners. She and her late husband moved to Lyman in 1968 for her husband's new job, and she has stayed there ever since. Beloved as a teacher, Mrs. Carter worked for twenty-two years in Spartanburg School District 5 and retired from D.R. Hill Middle School; and

Whereas, when Daisy Carter retired from teaching, she ran for town council in an effort to find a new way to serve the community. Fellow council members say she brings a unique wisdom to the council because of the changes she's seen in Lyman as it has moved from a small village to a suburb of Spartanburg and Greenville. She was on council when the town took over sewer operations, and she has presided over growth in the town's recreational opportunities and was the first chairwoman of Lyman Fest; and

Whereas, in recognition of her contributions to the Town of Lyman, in 2008 she was selected to receive the Jefferson Award, sponsored by the American Institute for Public Service; and

Whereas, because she believes strongly in active service to the community, Daisy Carter is also Lyman United Methodist Church's senior coordinator, a position she's held for twenty-five years, and she volunteers in the church kitchen, where, testifies the Reverend Brian Gilmer, she fixes the congregation's best-loved treats. In addition, she is part of a group of women who meet weekly to sew sleeping bags for the homeless, and she's a member of Eastern Star and Friends of the Middle Tyger Library; and

Whereas, to the great regret of the citizens of Lyman, Daisy Carter has decided not to seek reelection to a sixth term when her current term is completed in 2016. Before her retirement, however, she has plans for service to her town to carry out. When she steps down from her office, she will be remembered, as she desires, as "someone who worked hard for the Town of Lyman"; and

Whereas, the members of the House of Representatives recognize that the success of the State of South Carolina, the strength of its communities, and the vitality of American society as a whole depend, in great measure, upon the dedication of individuals like Daisy Carter who use their talents and resources to serve others. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, honor and congratulate Lyman Town Councilwoman Daisy Carter for her many years of outstanding public service to the people of Lyman and the State of South Carolina as she retires from town council when her current term expires and wish her much success and fulfillment in all her future endeavors.

Be it further resolved that a copy of this resolution be provided to Daisy Carter.
