A BILL

TO AMEND ARTICLE 2, CHAPTER 101, TITLE 59 OF THE 1976 CODE, RELATING TO PUBLIC INSTITUTIONS OF HIGHER LEARNING, BY ADDING SECTION 59-101-605, TO PROVIDE FOR A HIGHER EDUCATION BASE STUDENT COST AND TO PROVIDE THAT A PUBLIC INSTITUTION OF HIGHER LEARNING MUST BE FUNDED BY USING THE BASE STUDENT COST.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Article 2, Chapter 101, Title 59 of the 1976 Code is amended by adding:

"Section 59-101-605.    Each fiscal year the General Assembly shall establish a higher education base student cost. Each fiscal year a public higher institution of higher learning must only be appropriated an amount of state general fund revenue equal to the aggregate of the number of full-time students projected to attend the institution in the upcoming fiscal year multiplied by the higher education base student cost plus the number of part-time students projected to attend the institution in the upcoming fiscal year multiplied by fifty percent of the base student cost."

SECTION    2.    This act takes effect upon approval by the Governor.
