A HOUSE RESOLUTION

TO RECOGNIZE SLEETER CHILON DOVER, ESQUIRE, A NATIVE OF THE COWPENS COMMUNITY, AND TO COMMEND HIM FOR HIS SIGNIFICANT ACCOMPLISHMENTS IN LIFE.

Whereas, it is altogether fitting that the members of the South Carolina House of Representatives should pause in their deliberations to honor Sleeter Chilon Dover, Esquire, for his exemplary life achievements; and

Whereas, born in Cowpens on February 24, 1947, he attended Ralph J. Bunche Elementary School in Cowpens and graduated from Benjamin E. Mays High School in Pacolet Mills. Mr. Dover earned a bachelor's degree in history and sociology from Voorhees College in 1969; and

Whereas, early in life his accomplishments were noted by such commendations as inclusion in Outstanding Young Men of America in 1978, receiving the Region Eight (Rocky Mountains) Civil Rights Award in 1982, the Cheyenne Head Start "Silver Tricycle Award" in 1986, and the Wy Hy Federal Credit Union Board Presidents Award in 1988; and

Whereas, in 1991, Mr. Dover earned a juris doctorate from the University of Wyoming College of Law in Laramie, Wyoming, and was appointed by the Governor of Wyoming as the Wyoming assistant attorney general in 1992; and

Whereas, the Wyoming Senate confirmed him as the director of the Wyoming Department of Transportation in 2000, and from 2002 to 2003, he served as the president of the Western Association of State Highway and Transportation Officials (WASHTO); and

Whereas, Mr. Dover has been honored for his outstanding service with the American Association of State Highway and Transportation Officials (AASHTO) Board of Directors Executive Committee Award in 2004, and Administrators Public Service Award in 2005 from the Federal Highway Administration; and

Whereas, he was appointed executive director of the Wyoming State Bar board of directors in 2007, and received an appointment from the Wyoming Supreme Court to the Wyoming Access to Justice Commission in 2008; and

Whereas, he is a member of the American Bar Association, Wyoming State Bar, and Laramie County Wyoming Bar Association; and

Whereas, in 2012, he served as a delegate from Wyoming to the Democratic National Convention in Charlotte, North Carolina, and in 2014, he was appointed chairman of the Wyoming State Advisory Committee to the United States Commission on Civil Rights by the United States Commission on Civil Rights; and

Whereas, together with his beloved wife, Cathy Ann Lucinda Brackett-Dover, he reared a fine son, Gregory Donovan Dover, and the family resides in Cheyenne, Wyoming; and

Whereas, the South Carolina House of Representatives is pleased to recognize this remarkable son of South Carolina and native of Cowpens for a lifetime of meaningful service and contributions in our nation. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize Sleeter Chilon Dover, Esquire, a native of the Cowpens community, and commend him for his significant accomplishments in life.

Be it further resolved that a copy of this resolution be presented to Sleeter Chilon Dover, Esquire.
