A JOINT RESOLUTION

TO DIRECT THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL TO ESTABLISH A STUDY COMMITTEE TO DETERMINE THE LEVELS OF POLYCYCLIC AROMATIC HYDROCARBONS (PAHS) PRESENT IN URBAN AND RURAL INDUSTRIAL AND NONINDUSTRIAL SOILS IN REPRESENTATIVE AREAS ACROSS THE STATE, TO EVALUATE THE IMPACT OF PAHS ON THE HEALTH AND QUALITY OF LIFE OF RESIDENTS IN THESE AREAS, AND TO REPORT ITS FINDINGS TO THE GENERAL ASSEMBLY.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    There is created the "Polycyclic Aromatic Hydrocarbons Study Committee". The study committee shall review information, including, but not limited to, the best practices from other southeastern states, how promulgated regulations like maximum concentrations for drinking water are determined, and the levels of polycyclic aromatic hydrocarbons (PAHs) present in urban and rural industrial and nonindustrial soils in representative areas across the State and the impact of these PAHs on the health and quality of life of residents in these areas. The study committee shall submit a report of its findings and recommendations to the General Assembly before January 1, 2018, at which the study committee is dissolved.

(B)    The study committee must be composed of seven employees of the Department of Health and Environmental Control appointed by the director. The Department also shall provide the staffing for the committee.

(C)    Members may not receive the mileage and subsistence authorized by law for members of state boards, commissions, and committees.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
