Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:

Our thought for today is from Psalm 40:1: "I waited patiently for the Lord."

Let us pray. We give You thanks, living and everlasting God, for You have given these Representatives and staff the ability and strength to carry out the mission You have chosen for them. Bless them in their endeavors with Your most gracious favor. Direct Your blessings today as they begin the process of the budget. Provide for them every needful help and direction. Protect our defenders of freedom at home and abroad as they protect us. Heal the wounds, those seen and those hidden, of our brave warriors who have suffered and sacrificed for our freedom. Lord, in Your mercy, hear our prayers. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of Friday, the SPEAKER ordered it confirmed.

MOTION ADOPTED

Rep. ERICKSON moved that when the House adjourns, it adjourn in memory of Cooper Thomas Melvin, great-great nephew of Representative Erickson, which was agreed to.

STATEMENT FOR THE JOURNAL

While I have no legal conflict to vote on any Section of H. 3701, the General Appropriation Bill, I will recuse myself on votes related to the Department of Agriculture, the University of South Carolina, and the South Carolina Ports Authority. While I have no conflict, I am partners in businesses that receive no State business but other partners own businesses unrelated to me that do receive State funds. Therefore, to protect myself from having an appearance of a conflict, I have made this decision.

STATEMENT FOR THE JOURNAL

I had stepped out of the Chamber on a constituent issue and when I returned, I thought the vote on Section 57 of H. 3701 included a $27,000 pay raise for judges and therefore I voted against it. I was not aware the funds had been removed earlier, via the passage of Amendment No. 25, while I was temporarily absent from the Chambers. So, I would have voted for the adoption of Section 57.
